Capital One East Proposes New Signage Program For McLean Campus Site

Fairfax County planners are reviewing a unified sign plan for the Capital One East site in Tysons.

MCLEAN, VA — 1820 Dolley Madison, LLC has submitted a formal request to Fairfax County for a special exception to modify signage regulations at Capital One East. The proposal for the 2.82-acre site,c, seeks to establish a unified signage program for the property’s existing and planned facilities.

The application was accepted by county officials on April 10, following an initial submittal in February. The property, which is zoned as a Planned Tysons Corner Urban District, currently houses a baseball field and a public park. A site plan process for an interim parking garage to serve the campus is also underway.

Under the proposed "Sign Plan" prepared by Gordon, the applicant is requesting modifications to Article 7 of the Fairfax County Zoning Ordinance. These modifications would govern the number, area, location, and height of both building-mounted and freestanding signs.

According to the statement of justification, the plan includes:

  • A video monument sign at the Scotts Crossing Road entrance.
  • Two double-sided electronic signs providing real-time parking availability at garage entrances.
  • A series of freestanding wayfinding signs for pedestrians and vehicles.
  • Five temporary large-format "cladding screen" signs on the garage facades.
  • Digital enhancements to the existing ballpark scoreboard.

The applicant stated that the signage is "tailored to establish clear identification, improve wayfinding, placemaking, and support safe and efficient operations across the property."

To address potential impacts on the surrounding area, the applicant noted that electronic displays will use photocell-equipped automatic dimming to comply with county lighting standards.

"All building-mounted components are integrated with architecturally logical locations to maximize legibility and minimize façade clutter," the applicant stated in the filing.

The 2.82-acre site is comprised of three tax map parcels and is situated within the Providence Magisterial District. The Fairfax County Planning Commission is hosting a Nov. 4 public hearing on the proposal, which will then be reviewed by the Board of Supervisors during a Dec. 8 hearing.
