Woman Shot Outside CIA Headquarters Pleads Guilty To DUI, Eluding Police

Italian national faces sentencing Aug. 13 after pleading guilty in connection with a 2025 incident at CIA headquarters.

ALEXANDRIA, VA — An Italian national who was shot outside CIA headquarters in McLean last year pleaded guilty Monday to disregarding a law enforcement officer’s signal to stop and driving under the influence of alcohol, federal prosecutors said.

Monia Spadaro, 28, drove into the restricted CIA Headquarters installation at about 3:38 a.m. on May 22, 2025, through an outbound traffic lane, according to court records.

When a CIA police officer tried to pull her over in a marked vehicle with emergency lights activated, Spadaro did not stop and continued toward the main security gate, prosecutors said. She made several reckless maneuvers, including changing lanes from outbound to inbound and back again, according to court records.

Another marked CIA police vehicle stationed at the security gate also activated its emergency lights and pursued Spadaro, prosecutors said. Authorities said Spadaro continued toward the gate and increased her speed, driving toward an officer who was standing on foot.

The officer fired shots to protect himself and stop Spadaro from running the gate, prosecutors said. Spadaro was wounded in the incident and later released on bond under conditions that included not driving and never visiting CIA property again, court records previously showed.

Spadaro’s blood alcohol content was more than twice the legal limit, prosecutors said.

Court records also show Spadaro had prior convictions in Virginia for driving under the influence of alcohol in 2021 and reckless driving in 2022. She was also convicted in Washington, D.C., in 2023 of driving under the influence of alcohol, prosecutors said.

Spadaro faces up to five years in prison when she is sentenced Aug. 13. A federal district court judge will determine her sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

CIA police and the FBI Washington Field Office investigated the case. Special Assistant U.S. Attorney Cameron Etchart and Assistant U.S. Attorney Kathleen Robeson are prosecuting it.
