The Planning Commission hearing happens November 4th regardless. But the staff framework being set in 𝗽𝗿𝗲-𝘀𝘁𝗮𝗳𝗳𝗶𝗻𝗴 𝗼𝗻 𝗠𝗮𝘆 𝟰𝘁𝗵 shapes everything that follows, the staff report, the commission recommendation, and ultimately the Board vote. Constituent emails before May 3rd are on that record.

They become part of the documented constituent record that staff carries into every subsequent step of this process, the staffing meeting, the staff report published in September, and ultimately the Planning Commission hearing on November 4th where the public will have formal standing to testify.
The staff report is the roadmap the Planning Commission and Board of Supervisors use to make their decision. What goes into that report is shaped by what staff hears before pre-staffing locks the framework.
