Police: Man Starts to Strip Off Clothes at Subway Restaurant in Vienna

Plus, Florida driver stops for a nap in his car at McDonald's parking lot. A look at Vienna's weekly crime report.

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from December 25, 2014 – December 30, 2014. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

INCIDENTS

Grand Larceny 14-014091 200 Block Lawyers Road, NW October 02 12:45 p .m. A resident reported that in September he ordered books which were to be delivered to his residence. When the books had still not arrived by the end of October the resident contacted the company and was told the books had been delivered by USPS. The tracking number provided by USPS confirmed the books had been delivered however someone must have taken the books after the delivery.

Fraud 14-014118 100 Block Patrick Street, SE October 23 9:00 a.m. A resident reported he received a letter from Dominion Power indicating he had an outstanding balance for electric service on a residence in Fredericksburg, Virginia. The resident stated he did not have a residence in Fredericksburg. He informed Dominion Power that someone had opened the account using his Social Security Number without his knowledge.

This case is being investigated.

Fraud 14-014046 Al Nakheel Lebanese Café 340 Maple Avenue, West December 17 6:31 p.m. An employee reported two men entered the store the first man purchased an item with what was later determined to be a counterfeit $50.00 bill. He stated the second man attempted to make a purchase with another $50.00 bill however when the employee tested the bill he discovered it was counterfeit. The man grabbed his counterfeit bill back and left the store.

The first man was described as a black male, 6’0” – 6’2” tall, facial hair, wearing dark jeans, a dark sweatshirt and dark vest.

The second man was described as a black male, 6’0” – 6’2” tall, wearing a dark jacket and dark beanie hat with the University of Maryland logo on them.

This case is being investigated.

Petit Larceny 14-014069 300 Block Blair Court, NW December 18 between 8:00 a.m. and 11:00 p.m. A resident reported a package, which had been confirmed delivered to his residence, had been taken from his front step.

Grand Larceny 14-014803 Sarah Walker Mercer Park 247 Nutley Street, NW Between December 24 at 9:00 a.m. and December 29 at 10:00 a.m. A Town of Vienna employee reported someone had stolen two engraved copper plaques from the brick columns at the entrance to the park.

This case is being investigated.

Suspicious Event 14-013991 Whole Foods Grocery 143 Maple Avenue, East December 24 2:21 p.m. Employees reported two women had been involved in a verbal argument concerning a parking space.

Officer Herrera responded and spoke with both women who confirmed the argument had stemmed over a parking space.

Domestic Dispute 14-013998 200 Park Terrace Court, SE December 25 11:48 a.m. A resident reported that she and her sister became involved in a heated argument that escalated to pushing.

Officer Herrera responded and after speaking with both sisters they decided to separate for the day to allow for a cooling off period.

Medical Case 14-014000 400 Block Creek Crossing Road, NE December 25 3:00 p.m. A resident reported that his son was in need of medical services.

Officer Digan responded and assisted with the son until Fairfax County Rescue personnel arrived and transported him to an area hospital.

Medical Case 14-014005 1000 Block Park Street, SE December 25 10:49 p.m. A resident believed that his wife was in need of medical assistance and requested the police respond to his residence.

Officer Slebonick responded and after speaking with the wife he determined no medical treatment was needed.

Arrest – Narcotics Violation 14-014006 100 Block Saratoga Waye, NE December 26 2:01 a.m. Officer Slebonick responded to the area for a suspicious vehicle with two males sitting inside. Upon his interaction with the individuals he could smell the distinct odor of marijuana. After further interaction a measurable amount of marijuana was located inside the vehicle.

Officer Slebonick issued a summons to Mr. Kayvon Nikbakhsian, 22, of Golden Harvest Circle in Blacksburg, Virginia for Possession of Marijuana.

Mr. Nikbakhsian was released after signing the summons.

Fraud 14-014022 500 Block Kingsley Road, SW December 26 10:58 a.m. A resident reported she had listed an item of property for sale on Craigslist. She stated she was contacted by an individual in Texas who sent her a check for more than the agreed upon price for the item. When she attempted to deposit the check her bank informed her that the check was not valid.

This case is being investigated.

Police Service 14-014047 Vienna Police Station 215 Center Street, South December 27 3:30 p.m. A resident responded to the Vienna Police Station to turn in unused ammunition for destruction.

Grand Larceny 14-014086 100 Block Casmar Street, SE Between December 27 at 4:00 p.m. and December 29 at 6:30 a.m. A resident reported that someone had stolen the tailgate from his legally parked pickup truck.

This case is being investigated.

Driving While Intoxicated 14-014051 100 Block Park Street, SE December 27 11:16 p.m. Officer Reedy was on patrol when he observed the driver of a vehicle commit a traffic offense. As a result of that offense he conducted a traffic stop. Upon his interaction with the driver, a juvenile, he detected the signs of possible impairment. He then discovered the two passengers in the vehicle, both juveniles, had also illegally consumed alcohol.

Officer Reedy transported all the juveniles to the Vienna Police Station where their parents were contacted and responded to take their children home.

This case is being investigated.

Alcohol/Narcotics Violation 14-014053 500 Block Maple Avenue, West December 28 1:06 a.m. PFC Kiley was on patrol when he observed the driver of a vehicle commit a series of traffic violations. As a result of those violations he conducted a traffic stop. Upon his interaction with the juvenile driver he determined she was in possession of alcohol and a measurable amount of marijuana.

PFC Kiley transported the juvenile to the Vienna Police Station and contacted her mother who responded to the station and took her daughter home.

This case is being investigated.

Arrest – Drunk in Public 14-014067 Subway Restaurant 262 Cedar Lane, SE December 28 2:40 p.m.

An employee reported a man entered the restaurant, and after becoming upset, he began taking his clothes off. The man left the restaurant prior to the arrival of the police.

Officer Tracy responded and located an individual matching the description of the man who had been in the restaurant. After his interaction with him he determined he was intoxicated and arrested Mr. Joel Antonio Reyes-Turcios, 53, of Patrick Street, SE in Vienna for Drunk in Public.

Mr. Reyes-Turcios was transported to the Fairfax County Adult Detention Center where he was to be held until he was sober.

Found Property 14-014068 Glyndon Street and Ayr Hill Avenue, NE December 28 5:34 p.m. An unknown citizen responded to the Vienna Police Station to turn in an iPod that had been found in the area.

The iPod will be held at the Vienna Police Station until the owner can be identified.

Fraud 14-014115 900 Block Country Club Drive, NE December 28 6:12 p.m. A resident reported that after reviewing her Macy’s Credit Card account she discovered that someone had made charges to the account without her knowledge.

This case is being investigated.

Natural Death 14-014070 1100 Block Westbriar Drive, NE December 28 6:15 p.m. A resident reported he discovered his elderly mother deceased in her bed.

A Detective will follow up with this case.

Narcotics Violation 14-014071 Shepherdson Lane and Center Street, North December 28 7:41 p.m. PFC Kiley was on patrol when he observed the driver of a vehicle commit a traffic offense. As a result of that offense he conducted a traffic stop. Upon his interaction with the driver and the occupants he detected the distinct odor of marijuana. After speaking with everyone in the vehicle he located a measurable amount of marijuana.

PFC Kiley also determined that all but one of the occupants were juveniles. The juvenile’s parents were contacted and responded to the location to take their children home.

This case is being investigated.

Juvenile Case 14-014073 Colin Lane, NW December 28 8:00 p.m. A resident reported she and her granddaughter had been involved in an argument after which her granddaughter left the residence without her permission.

Officer Holcombe responded and spoke with the grandmother who provided several locations where her granddaughter may have gone. After checking the locations unsuccessfully the grandmother telephoned Officer Holcombe and informed her that her granddaughter had returned home safely.

Animal Case 14-014125 200 Block Cedar Lane, SE December 29 4:00 p.m. A resident reported that while her aunt was walking her dog, Bingo, he became spooked and bit another resident who was walking by. The resident stated Bingo nipped at his leg causing a small grazing of the skin.

MPO Evans responded and verified that Bingo was current on all shots and informed the owner and the victim of the quarantine process.

ACO Barker will follow up with this case.

Arrest – Narcotics Violation 14-014096 East Street at Ayr Hill Avenue, NE December 29 11:44 p.m. Officer Herrera was on patrol when he observed a vehicle with defective equipment. As a result of the equipment defect he conducted a traffic stop. Upon his interaction with the driver he determined his Virginia’s Driver’s License had been suspended and a measurable amount of marijuana was located.

Officer Herrera arrested Mr. Michael John Haverty, 20, of Lynn Street, SW in Vienna for Driving on a Suspended License and Possession of Marijuana.

Mr. Haverty was transported to the Fairfax County Adult Detention Center where he was charged with Driving on a Suspended License and Possession of Marijuana. Mr. Haverty was released on his signature.

Suspicious Event 14-014135 McDonald’s 544 Maple Avenue, West December 30 4:19 a.m.

An employee reported that an individual was asleep in his vehicle in the rear of the parking lot.

Officer Tremont responded and spoke with the individual who stated he had been driving from Florida and became tired. He stated he was taking a short nap and then would be moving on.

Found Property 14-014132 Chipotle 213 Maple Avenue, East December 30 8:39 p.m.

A citizen responded to the Vienna Police Station to turn in a wallet she had found in the Chipotle parking lot. Officer Tremont contacted the owner of the wallet who will make arrangements to pick it up.

CRASHES

400 Block Troy Court, SE 14-013997 December 25 11:10 a.m. The drivers of two vehicles were backing out of their driveways and backed into one another.

400 Block Cynthia Lane, NE 14-014019 December 26 12:46 p.m. The owner of a legally parked vehicle discovered that his vehicle had been struck by an unknown vehicle.

200 Block Maple Avenue, East 14-014036 December 26 10:39 p.m. The driver of a vehicle was attempting to enter a parking lot when he lost control of his vehicle and drove up onto the sidewalk, struck a light pole, severed a small water line and struck a brick wall before traveling back onto the sidewalk, coming to rest on a tree that he had also struck.

The driver was issued a summons for Reckless Driving.

900 Block Hillcrest Drive, SW 14-014119 December 29 2:00 a.m. The driver of a vehicle was backing out of her driveway when she backed into a legally parked vehicle.

Park Street near Hilltop Road, NE 14-014082 December 29 9:52 a.m. The driver of a vehicle was traveling south bound on Park Street, NE. The driver became distracted while attempting to pick up a bag that had fallen off the seat, and struck a legally parked vehicle.

Kingsley Road near Frederick Street, SW 14-014100 December 30 7:37 a.m. The driver of a vehicle was traveling north bound on Kingsley Road, SW. She stated she was attempting to remove her glasses from her purse, when her vehicle drifted off the roadway and struck a utility pole.

Tapawingo Road near Glyndon Street, SE 14-014124 December 30 3:03 p.m. The driver of a vehicle was traveling east bound on Tapawingo Road, SE when he became distracted and struck a legally parked vehicle.

The driver of the vehicle was issued a summons for Failure to Pay Full Time and Attention.

Maple Avenue near Glyndon Street, NE 14-014128 December 30 5:28 p.m. A citizen reported witnessing a truck strike a town light pole, causing the pole to fall across a sidewalk. The citizen stated she believed the truck had the lettering “Global Trading” on the side.

Attempts to locate the truck were unsuccessful.

OF INTEREST/ CITIZEN NOTES Note to Citizens: Please remove all valuables from an unattended vehicle and most importantly,

lock the vehicle doors.

Note to Citizens – Recently there have been reports of callers claiming to be employees of utility companies. The callers claim the resident is delinquent on their utility bill and unless payment is made the utility will be disconnected. The payment is usually requested in the form of a prepaid debit card. This type of call is a scam. Never send a payment unless you have verified the validity of the caller.
