Vienna Crime: Gas Money Scam, Indecent Exposure, Dog Escapes from Vet

Plus knife found in student's backpack at Cedar Lane School and woman causes disturbance during services at local church.

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from September 19, 2014 – September 25, 2014. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

Trespassing 14-10803 Dominion Virginia Power Substation 375 Center Street, North Between July 17 at 12:00 a.m. and September 23 at 12:23 p.m. An employee reported someone had entered the substation and took copper wire from several utility poles. He stated the removal of the wire did not impact the operation of the substation.

This case is being investigated.

Suspicious Event 14-10649 200 Block Commons Drive, NW Between September 11 at 9:00 a.m. and September 19 at 2:06 p.m. A resident reported seeing a light shining into her home and hearing people talking. However each time officers responded to the address nothing was found.

Fraud 14-10773 100 Block Harmony Drive, SE September 11 12:00 p.m. A resident reported she received a letter from PayPal informing her that an account had been opened up in her name and an outstanding balance was due.

The resident stated the account was opened without her knowledge.

This case is being investigated.

Grand Larceny 14-10730 900 Block Plum Street, SW Between September 14 at 12:00 a.m. and September 21 at 12:00 p.m. The owner of a residence due to be razed reported that the air conditioning unit had been taken. This case is being investigated.

Arrest – Narcotics Violation 14-10515 Marshall Road at Ware Street, SW September 15 9:59 p.m. PFC Lyons was on patrol when he located a vehicle matching the description of a suspicious vehicle look out given previously in his shift. PFC Lyons conducted a traffic stop and upon his interaction with the driver he detected the signs of possible impairment. The driver of the vehicle stated he was suffering from a medical emergency therefore Fairfax County Fire and Rescue where summoned to the scene to access the driver’s condition.

After accessing his condition Fairfax County Rescue personnel stated the driver may have been experiencing the effects of an unknown drug overdose. While preparing the driver for transport to an area hospital PFC Lyons located a measureable amount of PCP in the vehicle.

PFC Lyons responded to the hospital and after the driver was medically cleared he arrested Mr. Michael Eugene Presley, 56, of Penderview Terrace in Fairfax, Virginia for Possession of a Schedule I/II Controlled Substance.

Mr. Presley was transported to the Fairfax County Adult Detention Center where he was charged with Possession of a Schedule I/II Controlled Substance and held without bond.

Open Door 14-10629 Westwood Country Club 800 Maple Avenue, East September 19 1:11 a.m. An alarm company reported an alarm had been activated at the Westwood Country Club.

Officers Digan and Herrera responded and discovered an open window. The officers entered through the window and found nothing appeared to be out of place.

The window was secured prior to the officers leaving.

Vandalism 14-10653 200 Block Cedar Lane, SE September 19 between 5 a.m. and 2:45 p.m. A resident reported that after returning to his legally parked vehicle he discovered the rear window had been smashed.

Medical Case 14-10650 600 Block John Marshall Drive, NW September 19 2:09 p.m. PFC Kiley responded to assist with transporting an elderly female to an area hospital.

Animal Case 14-10654 400 Block Maple Avenue, West September 19 2:30 p.m. An employee of a Veterinarian Clinic reported that a dog had escaped from the facility and was last seen running east bound on Maple Avenue.

ACO Barker responded to the location and with the assistance of an area resident was able to secure the dog which appeared to be in respiratory distress.

An employee from the clinic responded to the scene and returned the dog to the clinic for treatment.

Arrest - Assault 14-10660 400 Block Maple Avenue, West September 19 4:53 p.m. Office Holcombe responded to the area for the report of two males involved in a fight. After speaking with witnesses and the individuals involved she determined that Mr. Hassan Dib, 22, of St. Germain Drive, in Centreville, Virginia had been the primary aggressor.

Mr. Dib was arrested for Assault and transported to the Fairfax County Adult Detention Center where he was released on a $1,500.00 bond.

Domestic Dispute 14-10687 1100 Block Pekay Street, SW September 19 9:30 p.m. A resident reported that while at her ex-husband’s home, to drop off their daughter, an argument ensued that turned physical when he pushed her to the ground.

Officer Reedy responded and spoke to both individuals involved and after receiving conflicting stories he determined that there was no evidence that an assault had occurred.

Officer Reedy provided both individuals with information on the warrant process in the event they wished to pursue charges.

Arrest – Drunk in Public 14-10670 200 Block Cedar Lane, SE September 19 9:34 p.m. MPO Shaver was on patrol when he observed an individual lying face down along the curb. After approaching the individual and arousing him he determined that he was intoxicated. As a result of his intoxication he arrested Mr. Joel Antonio Reyes-Turcios, 53, of Patrick Street, SE in Vienna for Drunk in Public.

Mr. Reyes-Turcios was transported to the Fairfax County Adult Detention Center where he was to be held until he was sober.

Medical Case 14-10672 200 Block Commons Drive, NW September 20 12:06 a.m. PFC Lyons responded to the report of a resident who may have been having a reaction to medication that she had taken.

Medical personnel were contacted to assess the woman’s condition.

Natural Death 14-10686 500 Block Woodland Court, NW September 20 11:40 a.m. A resident reported that after returning home from shopping she found her husband deceased in his bedroom.

A detective will follow up with this case.

Fraud 14-10688 Giant Shopping Center 359 Maple Avenue, East September 20 12:45 p.m. A resident responded to the Vienna Police Station to report that while in the Giant Shopping Center parking lot she was approached by a female who stated she was unable to withdraw funds from her bank account and asked the resident to loan her money for gas.

The resident agreed to loan the money and the two women exchanged information in order for the money to be returned to the resident. After leaving the area the resident went to the bank and was informed the women had never gone into the bank to withdraw funds.

MPO Sheeran attempted to contact the woman with the information she supplied however the telephone number and the address did not exist.

Suspicious Event 14-10717 Wolf Trap Motel 430 Maple Avenue, West September 21 12:16 a.m. An anonymous caller reported a party, involving juveniles using drugs and alcohol was occurring in one of the motel rooms.

PFC Lyons responded and after making contact with the occupants he determined they were adults. A small amount of marijuana was located however all the occupants of the room denied ownership stating it must have been left by someone who had been in the room earlier.

Natural Death 14-10733 200 Block Audrey’s Court, SE September 21 4:51 p.m. A resident reported she had found her deceased husband in the bathroom.

A detective will follow up with this case.

Suspicious Event 14-10735 500 Block Ayr Hill Avenue, NE September 21 7:30 p.m. A resident reported that she heard what appeared to be someone fiddling with the door that leads from the garage into the residence.

Arriving officers checked the residence and found no one and nothing appeared out of place.

The resident was informed to keep the garage door closed and the access door locked.

Police Service 14-10741 200 Block Commons Drive, NW September 21 10:56 p.m. A resident reported that his juvenile daughter had left the residence with an adult male against his wishes.

PFC Lyons located the daughter and returned her to her residence.

Fraud 14-10766 300 Block Holmes Drive, NW September 22 3:30 p.m. A resident reported that she received a telephone call from an individual claiming to be an employee with the Grant Department of the Federal Government. The caller stated the resident had been the recipient of a grant and attempted to gain personal information from the resident.

The resident stated she immediately recognized the call as a scam and gave the caller false information.

Suspicious Event 14-10768 Vienna Presbyterian Church 124 Park Street, NE September 22 4:36 p.m.

An employee reported that a female had been causing disturbances during the Sunday Services.

The employee requested that the female be trespassed from the church if the disruptions continue.

Domestic Dispute 14-10771 400 Block Upham Place, NW September 22 6:53 p.m. A resident reported that he and his estranged wife had been involved in a heated argument over the custody of their daughter.

PFC Vazquez responded and determined that the argument had not turned physical. The estranged wife had left the residence prior to the arrival of PFC Vazquez.

Fraud 14-10840 Massage Envy 126 Branch Road, SE September 23 9:00 a.m. A citizen reported that a white woman in a black vehicle had approached an elderly female and asked her for money. The citizen stated the same woman had approached him the day before and told him she had dropped her husband, a soldier, off at the airport and needed money for gas to get home. He stated he felt sorry for her and agreed to give her money.

The woman in this case is believed to be the same woman in Case Number 14-10688 above.

Lost Property 14-10845 100 Block Park Street, NE September 23 between 9:00 a.m. and 5:00 p.m. A resident reported she had lost her iPhone 4.

Arrest – Indecent Exposure 14-10808 Lawyers Road at Church Street, NW September 23 1:05 p.m. A citizen reported that he observed a female squatting between two parked cars with her pants down.

Officer Digan responded to the area and located the female who informed him that it was an emergency and she needed to relieve herself on a newspaper.

Officer Digan issued a summons to Ms. Latisha Short, 49, No Fixed Address, for Indecent Exposure.

Ms. Short was released after signing the summons.

Animal Case – Quarantine 14-10843 300 Block Church Street, NE September 23 3:30 p.m. ACO Barker was informed that a resident had been bitten on the hand by Anya her cat.

The resident was informed of the quarantine process and agreed to keep Anya at home during that period.

ACO Barker will follow up at the end of the quarantine period.

Arrest – Domestic Assault 14-10813 Ayito Road, SE September 23 7:48 p.m. A resident reported that she and her adult son became involved in a heated argument that escalated when he slapped her several times causing her to fall to the ground.

Officer Slebonick responded and after speaking with all the individuals involved he determined the son had assaulted his mother.

The son was transported to the Fairfax County Adult Detention Center where he was charged with Assault against a Family Member.

Arrest – Driving While Intoxicated 14-10823 100 Block Center Street, South September 24 2:43 a.m. PFC Vazquez was on patrol when he observed the driver of a vehicle commit a traffic offense. As a result of that offense he conducted a traffic stop. Upon his interaction with the driver he detected the signs of possible impairment. After failing to complete a series of field sobriety tests he arrested Mr. Victor M. Chung, 21, of Kite Flyer Court in Springfield, Virginia for Driving While Intoxicated.

Mr. Chung was transported to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for analysis. After the analysis he was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated.

Mr. Chung was to be released when he was sober.

Juvenile Case 14-10826 Cedar Lane School 101 Cedar Lane, SW September 24 8:00 a.m. An employee reported that a knife had been found in a student’s backpack.

Officer Reedy responded and spoke with the student who stated he had forgot to take the knife out of his backpack from the previous evening.

This case is being investigated.

Suspicious Person 14-10836 Advanced Pediatrics 100 East Street, NE September 24 9:23 a.m.

An employee reported a prospective employee was interviewed however the employee stated she was not suited for the job and the interview was terminated.

She stated the following day the interviewee returned to the office, entering through the employee only door and went to the reception area and began assisting patients as though she had been hired.

The employee escorted her out of the office and informed her that if she returned she would be charged with trespassing.

MPO Sheeran informed the employee to contact the police department if she returned.

Suspicious Event 14-10842 400 Block Holmes Drive, NW September 24 1:11 p.m. The caretaker for an elderly resident reported that while at the residence she observed two men and two females in the front yard cutting limbs from the trees.

The caretaker approached the workers who stated the resident had given them permission to cut the trees. The caretaker questioned the resident about the arrangement and she denied hiring them. After asking the workers to stop the work and leave they informed her she needed to pay for the limbs that had been cut. The workers and the caretaker agreed on a price and a check was written for the service.

The caretaker wanted a report filed as she felt the incident was strange.

Note to Citizens – When approached by workers who are soliciting repairs or landscape work at your residence verify that the work is needed, request a written contract and proof that the company possess a valid Town of Vienna solicitors permit. In most cases the unsolicited workers are not reputable and will attempt to scam residents using intimidation.

Domestic Dispute 14-10849 100 Block Church Street, NE September 24 8:27 p.m. A citizen reported that she and her husband had been in the parking lot when they became embroiled in a heated argument that escalated when he grabbed her phone and ripped her earring from her ear. The husband left the area on foot prior to the arrival of the police.

Officer Tracy responded and was able to locate the husband. The husband informed him that an argument had occurred however he did not grab the phone and did not injure his wife’s ear.

After speaking with both the husband and wife Officer Tracy determined there was no evidence that an assault had occurred.

Both individuals agreed to separate for the evening to allow for a cooling off period.

Arrest – Domestic Assault 14-10851 Oakmont Court, NE September 25 12:05 a.m. A resident reported that he and his adult son had been involved in a heated argument that turned physical when the father threw a wooden rolling pin at the son, striking him in the rib cage.

Officer Tracy responded and after speaking with all the individuals involved he arrested the father for Domestic Assault.

The father was transported to the Fairfax County Adult Detention Center where he was charged with Assault and Battery of a Family Member and held on a $1,000.00 bond.

Arrest – Driving While Intoxicated 14-10854 100 Block Maple Avenue, West September 25 1:36 a.m. Officer Tracy was on patrol in the rear parking lot of the Magruder’s Shopping Center when he observed a vehicle with the lights on and engine running. Officer Tracy approached the vehicle and discovered the driver was slumped down against the driver’s side window. After awakening the driver he immediately detected signs of impairment. After failing to complete a series of field sobriety tests he arrested Mr. Nithesh Dhanashan, 27, of Niblick Drive, SE in Vienna for Driving While Intoxicated.

Mr. Dhanashan was transported to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for analysis. After completing the analysis he was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated.

Mr. Dhanashan was held a $2,500.00 bond.

Arrest – Driving While Intoxicated 14-10855 Chain Bridge Road at Babcock Road September 25 2:39 a.m. Sgt. Farhan was on patrol when he observed the driver of a vehicle commit several traffic violations. As a result of those violations he conducted a traffic stop. Upon his interaction with the driver he detected the signs of possible impairment. After failing to complete several field sobriety tests he arrested Mr. Brett Stephen Mandeville, 24, of American Holly Road in Lorton, Virginia for Driving While Intoxicated.

Mr. Mandeville was transported to the Vienna Police Station where he was given the opportunity to submit a sample of his breath for analysis. After the analysis he was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated.

Mr. Mandeville was held on a $1,500.00 bond.

Domestic Dispute 14-10873 1100 Block Desale Street, SW September 25 6:30 p.m. A resident reported that he and his ex-wife had become involved in a heated argument that escalated when she slapped his hand.

MPO Seitz responded to the wife’s residence and spoke with her. She stated that an argument had occurred however she only pushed his hand away when he put it near her face.

MPO Seitz was unable to determine that any physical assault had occurred and provided both individuals information on obtaining warrants should they wish to pursue charges.

Park Street at McHenry Drive, SE 14-10852 September 25 8:20 a.m. The drivers of two vehicles were traveling north bound on Park Street approaching Cunningham Park Elementary to drop off their children. Both operators stated traffic was stop and go due to the traffic for student drop off.

The driver of the first vehicle stopped suddenly and was rear ended by the second vehicle.

Maple Avenue near Mill Street, NE 14-10857 September 25 8:57 a.m. The drivers of two vehicles were traveling east bound on Maple Avenue and while attempting to enter the center turn lane they collided.

200 Block Maple Avenue, West 14-10864 September 25 2:21 p.m. The drivers of two vehicles were traveling east bound on Maple Avenue in the same lane of travel. The driver of the first vehicle stopped and was rear ended by the second vehicle.

Maple Avenue near Nutley Street, SW 14-10868 September 25 4:42 p.m. The drivers of two vehicles were traveling west bound on Maple Avenue in the same lane of travel. The driver of the first vehicle stopped at the intersection with Nutley Street, SW and was rear ended by the second vehicle.

The driver of the second vehicle was issued summonses for Driving without a License and Failure to Pay Full Time and Attention.
