Mee had been stopped by Dumfries town police earlier in the day and arrested on an unrelated manner, the report said. At the time of that arrest, the vehicle was turned over to the caller, who discovered the device.
Mee is being held without bond at the Prince William-Manassas Regional Adult Detention Center, and his next date in court is on March 26.
