Maricopa County Animal Care and Control says storms are pushing its shelters about 100 animals over capacity and urges Phoenix pet owners to secure yards, update microchips, and never give up on lost pets.

Phoenix police and fire crews extricated the victim, while the second driver was hospitalized with lesser injuries and taken into custody on suspicion of DUI as the investigation continues.
