Contra Costa Sheriff Names New Brass

Charlene Jacquez will oversee personnel, finance, professional standards, recruiting, and training as the county's assistant sheriff.

CONTRA COSTA, CA — Contra Costa County Sheriff David Livingston promoted Capt. Charlene Jacquez to assistant sheriff, placing the longtime law enforcement officer in charge of the Sheriff’s Office Administrative Services Bureau.

Jacquez will oversee Personnel & Finance, Professional Standards, Recruiting, and Training, according to the Sheriff’s Office.

The promotion marks the latest step in a public safety career Jacquez began in 1999 with the Galt Police Department, where she worked as a 9-1-1 dispatcher and community service officer.

She joined the Brentwood Police Department as a community service officer in 2001 and attended the police academy while working full time, graduating in 2005.

Jacquez joined the Contra Costa County Sheriff’s Office as a deputy sheriff in 2006. She initially worked in the Custody Services Bureau, serving in detention facilities, as a jail training officer, and in the Classification Unit.

She later transferred to the Field Operations Bureau, where she worked county patrol, served in the contract city of Oakley, and investigated domestic violence, sexual assault, and homicide cases as a detective.

The Sheriff’s Office promoted Jacquez to sergeant in 2019. She served at the Martinez Detention Facility before working in the contract city of Lafayette.

Jacquez became a lieutenant in 2022 and took command of Delta Station as station house commander. She advanced to captain in February 2025 and became commander of the West County Detention Division, which includes the Marsh Creek Detention Facility.

“I am pleased to promote Captain Charlene Jacquez to the rank of Assistant Sheriff,” Livingston said in a statement. “Captain Jacquez has been dedicated and committed to the agency and serving Contra Costa County residents."

Jacquez also served on the SWAT Hostage Negotiations Team and commanded the county’s Mutual Aid Mobile Field Force Team.

Jacquez said her East Contra Costa County roots give the promotion added significance.

“I am honored and humbled by the opportunity to serve as Assistant Sheriff,” Jacquez said. “Having been born and raised in East Contra Costa County, I have a deep connection to this community and am committed to continuing to serve our residents while supporting the men and women of the Office of the Sheriff.”
