Livermore Names New Assistant City Manager
Paul Spence, the current community development director, replaces Christine Martin, who is retiring.

LIVERMORE, CA — Paul Spence, the current community development director, will take over as Livermore’s new assistant city manager, the city announced Thursday. Spence will replace Christine Martin, who is retiring in December after 21 years with the city.
Spence began his career in 2001 as an associate planner for the City of Livermore. He was promoted to planning manager, then community development director in 2016. As community development director, Spence oversaw the city’s Building, Engineering, Housing and Human Services, and Planning divisions. He was also responsible for the implementation of the 2004 General Plan, the Development Code, the Downtown Specific Plan, the Isabel Neighborhood Specific Plan, and updates to the city’s Climate Action Plan and General Plan.
Spence holds a BA from Pomona College and an MA in Urban and Regional Planning from UC Irvine. He is also a board member of the Bay Area Planning Directors Association.
“Paul has strong technical skills, organizational experience, institutional knowledge, and familiarity with a host of significant and highly visible projects and initiatives,” Livermore City Manager Marianna Marysheva said in a statement.
“He has earned the respect of staff, the City Council, the business community and external partners. A combination of Paul’s experience and institutional knowledge will provide the much-needed continuity at the executive level. I am excited to see him step into this key executive position and look forward to working with him in this new important capacity.”
The city is currently conducting a nationwide search for a new community development director.
