This is wishful thinking by Measure A supporters.
The CEC does not act based on local municipal zoning. The CEC acts on the basis of State Law. The CEC has the legal right to override Measure A if it determines it is in the best interest of the State of California to do so.

In order to override existing zoning, the CEC doesn’t need to perform a needs analysis—they simply have to conclude that retaining the option to construct the facility by granting the permit is in the public’s best interest. Legally, they need to make a finding of “Public Convenience and Necessity” and this has to be supported by facts. This is exactly what the CEC did in 2012 for a project in Carlsbad, and they have done it at least six other times before that.
The purpose of the intervener status is to allow the City to make any and all arguments for or against the new plant. The City can ask the CEC for a determination of power requirements from the location. Local zoning has no basis in state law to override the authority of the CEC. Any insinuation otherwise is false.
