New Capital Improvement Program Approved by Council

Community Services is converting to a Capital Improvement Program.

The City Council approved recently the implementation of the Capital Improvement Program for the Community Center Facilities and Complex.

Prior the the adoption of the Capital Improvement Program, these facilities relied on a maintenance projects. Capital improvement and replacement projects are fundamentally different than maintenance projects. The key distinction is that capital projects are planned in advanced, are funded incrementally over a period of time, may have multiple funding sources, improve or replace assets and deliver an end-product with a predicted useful service life that will trigger maintenance and depreciation expenses. The advantages of a well-managed capital improvement program are several including:

  1. Asset preservation – extends service life of public facilities.
  2. Reduces operating expenses – maintenance costs usually decrease.
  3. Community benefit – public facilities provide greater community use and appeal.

The Community Center Facilities and Complex Capital Improvement Program will be a multi-year planning instrument used to identify needed capital projects and to coordinate the financing and timing of improvements in a way that maximizes the return to the public. The project is a comprehensive program with multiple five-year plans within the program, each with individualized funding mechanisms for specific projects. The program identifies priorities as to need, method of financing, cost and revenues that will result during the five years. The CIP will also serve as a guide for identifying current and future fiscal year requirements and will be the basis for determining the annual Capital Budget.

It will also help achieve many of the goals identified in the city’s recently adopted Strategic Plan. Most notably, this program will help lead the city to financial stability and enhance the ability to deliver services. The Capital Improvement Project will be divided into multiple sections representing each facility. Within each section, multiple projects will be identified that pertain to a specific facility or function.

Approval of the CIP was a huge step for the city of Rohnert Park. We look forward to improving our Community Services Facilities.
