Philip Schaenman, a project manager for a company that has completed several after-action reports told the Courant he was surprised a third-party review of the Sandy Hook shooting was not conducted. He said the reasons for conducting such a report include an unbiased review of the response, the opportunity for other law enforcement agencies around the country to determine best practices to adopt and for businesses and schools to learn security measures in the event of an active shooter.

A review of the response was started by Connecticut State Police in Feb. 2013, the Courant reports. Since then requests for the report by the Courant have been denied and they have been told that it is not yet complete.
