1. Man arrested in Hobby Lobby streaking incident faces new competency hearing (mypanhandle.com) — Panama City Police say a man accused of running naked through the 23rd Street Hobby Lobby is back in Bay County Jail and now faces a new competency hearing in October. A judge previously ruled him mentally incompetent and sent him to a state hospital, and this hearing will determine whether he can finally stand trial on indecent exposure, battery, and resisting charges.
   

2. FSU Panama City holds annual Notable Noles event (mypanhandle.com) — FSU Panama City just honored four alumni with its annual Notable Noles awards, all with strong ties to Bay County. Among them was Panama City Police Chief Mark Smith, who credits the campus with shaping his career and hopes to keep giving back through teaching and mentoring future students.
   

3. New USPS Squirrels & Chipmunks Stamps Now Available at Florida Post Offices (newsradio923.com) — Panama City post offices are now selling a new USPS Forever stamp booklet featuring squirrels and chipmunks in snowy scenes, part of a Northern Florida rollout. The 20-stamp set showcases close-up wildlife photography and will always match the First-Class one-ounce rate, giving local mailers a seasonal design that won't lose value as postage prices rise.
   

4. Georgia man found with bowl of meth gets 22 years for drug trafficking in Florida (wctv.tv) — A judge in Panama City has sentenced a Georgia man to 22 years in prison after he was found lying near a bowl of meth and convicted of drug trafficking. Prosecutors say Florida's enhanced trafficking statute requires at least 15 years because of the quantity involved, and the court also imposed a $250,000 fine.
   

5. New student loan rule may force students into unenjoyable high-paying jobs (mypanhandle.com) — A proposed federal rule limiting student loans for lower-paying career fields could change how Bay County students finance college, including those at FSU Panama City and nearby technical and state colleges. Local financial aid experts urge students to prioritize scholarships and grants, using loans only as a last resort while still pursuing higher education goals.
