Tynan Misused $317K In Mother's Bank Account: Petition

A law firm petitioned Will County judges to make First Midwest Bank temporary guardian for the accused bank robber's elderly mother.

JOLIET, IL — The 59-year-old Joliet man arrested by police several hours after last week's robbery at the First Midwest Bank on West Jefferson Street was previously suspected of financially exploiting his 80-year-old mother in the amount of $316,876, according to an order of protection signed by a Will County judge.

In May, Joliet's First Midwest Bank and Lifecare Guardianship were appointed temporary guardians of the estate of Tom Tynan's mother because she is a disabled adult, court records show.

A representative of the Orland Park law firm Delaney, Delaney & Voorn also obtained an emergency order of protection against the future bank robbery defendant to prevent him from being in the presence of his elderly mother while she is alone.

Tom Tynan "has been advised that (Adult Protective Services) considers (his mother) at risk as long as (he) has the ability to be in contact with (her),"the petition shows.

On May 20, the Will County petition stated that Tom Tynan "took (his mother) to her bank to withdraw funds despite notification of the guardianship. Various reasons for withdrawal of funds were given including but not limited to: $130,000 to pay an agent to book gigs for (his) band, $10,000 for an attorney, payments for his RV and utilities, his son's surgery."

On May 21, court records indicate, Tom Tynan was advised by the Orland Park law firm "that future visitation between (him) and (his mother) would need to be supervised given the allegations of exploitation, (a) recent attempt to withdraw funds at the bank, an open Adult Protective Services investigation substantiating (Tom Tynan) as a financial exploiter of (his mother) and the stress/agitation (she) suffers from after such visits," the protection order petition states.

Tom Tynan, the court was informed, "disagreed, stating he had privacy rights and it is 'un-American' to restrict his visits."

The Will County judiciary was also advised that a caseworker for Guardian Angel Community Services-Adult Protective Services Agency "advised she had substantiated a case against (Tom Tynan) for financially exploiting (his mother)."

As of May 6, a court petition for temporary guardianship was granted "due to financial records indicating approximately $316,876 had been misappropriated by or for (Tom Tynan) since June 2018 and given the medical information reviewed by the court and guardian ad litem, Lisa Kinser, reflecting due to dementia and cognitive impairment (Tom Tynan's mother) is totally incapable of handling her personal and financial affairs."

An order entered by a Will County judge indicated that Lisa Kinser would serve as the guardian ad litem and "First Midwest Bank shall have access to and authority on any accounts/assets in the ward's name, whether joint or individually owned."

The First Midwest Bank in the 1400 block of Joliet's West Jefferson Street was robbed around 9:30 a.m. Thursday, Sept. 19, by a stocky white man "who appears to be in his sixties," Joliet police announced that day. Nobody was injured during the crime and the robber got away before squad cars arrived. By 6:04 p.m., Joliet police booked Tynan into the Will County Jail on one charge of financial institution robbery, jail records show.
