Harford County DPW Bureau of Highway Engineering offered this report after 3 p.m.: "Snow plows are still on the roads and reporting a wet snow that is difficult to clear and turns to slush, which can refreeze and turn to ice. This is especially happening on secondary roads that don't get as much traffic as the major roadways, and therefore some are not cleared down to the pavement.
