Crews from Montgomery County Fire and Rescue Services determined the puppy was about 12 feet below the surface. A Department of Transportation backhoe was brought it to dig down to the pipe, the trench was stabilized, and the pipe cut to free Blue.
During the lengthy process, workers got food and water to the puppy, as well as oxygen.
