Cop, Mother Charged in Murder During Custody Dispute

A Prince George's County Police officer has been charged with first-degree murder after a shooting at a Waldorf McDonald's.

A Prince George’s County Police officer and his mother face murder charges for allegedly killing a man and wounding his wife in what authorities call an ongoing child custody dispute.

Caroline Conway, 51, of Waldorf went to the McDonald’s in her hometown May 20, authorities say, and shot and killed Robert Mange, 25, from Smithfield, Va. Conway is also accused of Mange’s wife in the back as she tried to flee. Conway is the grandmother of two children and is the mother of a Prince George’s County Police officer, the department told WJLA.

Officer Richard Conway was charged Monday by Charles County authorities with first-degree murder and other offenses in Mange’s death. According to Prince George’s County Police, Officer Conway was off duty at the time of the shooting.

“The charges against Officer Conway are deeply troubling, not just to me, but to all who wear our badge,” said PG Police Chief Mark Magaw. “It’s tragic that a man lost his life and another victim is hospitalized. We will provide whatever assistance is needed to the Charles County Sheriff’s Office in its investigation.”

Richard Conway has been employed by the PGPD for three years, and is currently assigned to the Bureau of Patrol. He is suspended without pay.

Capt. Stephen Salvas with the Charles County Sheriff’s Office told WJLA the McDonald’s was regularly used as a custody exchange location for the family. The children were not at the scene of the shooting.

Salvas says Mange is the children’s stepfather. It’s not clear who has custody of the children.

Authorities have not identified the children’s mother, who is expected to survive.
