Union Avenue Tenant Charged with Arson in Building Blaze: Fire Marshal
Fire investigators said the woman set fire to her own kitchen.

A woman has been charged with arson in connection with an apartment fire at Dennis Apartments, according to the Office of the State Fire Marshal.
Kathy Lynn Ingram, 55, is accused of setting her kitchen ablaze in the basement apartment she rented in the 200 block of South Union Avenue in Havre de Grace, the fire marshal said.
The Dec. 1 fire caused $60,000 in damage and displaced 11 people temporarily, the fire marshal reported.

The night of the blaze, 45 firefighters responded and so did the Havre de Grace Police Department, according to the report.

“On the evening of the fire, Ingram was transported to Harford Memorial Hospital on an unrelated medical emergency after she made contact with officers from Havre De Grace Police, who had responded to assist the fire department,” the fire marshal reported.
Authorities filed an emergency petition for someone at the address where the fire occurred, according to Havre de Grace Police Department spokeswoman Julie Morgan. Police can order a medical evaluation of someone who has symptoms of mental disorder that present a danger to herself or others, according to the Maryland Department of Mental Health and Hygiene.
While Ingram was in the hospital, investigators continued to process the scene of the fire, where smoke damage was present throughout the building.
“The investigation later revealed Ingram was responsible for setting her apartment kitchen on fire,” according to the fire marshal.
Upon her release from the hospital on Tuesday, Dec. 9, Ingram was arrested and charged with first-degree arson, second-degree arson, first-degree malicious burning and two counts of reckless endangerment and taken to the Harford County Detention Center, according to the fire marshal.
