Arlington Adopts New Comprehensive Plan To Guide Growth Through The Next Decade

With the plan now adopted, town officials will move into the implementation phase.

ARLINGTON, MA — The Department of Planning and Community Development announced Arlington has officially adopted the AmpUp! Comprehensive Plan, replacing the town's 2015 Master Plan and establishing a new roadmap to guide Arlington's growth and development over the next decade. The plan was adopted by the Arlington Redevelopment Board on May 4, supported by the Select Board on May 18, and endorsed by Annual Town Meeting on May 20.

Developed with assistance from consulting firm Stantec, the plan establishes a long-term vision for Arlington. It provides guidance for future decisions involving land use, housing, transportation, economic development, public facilities, open space and natural resources. Town officials said the document will also serve as a framework for future zoning updates, infrastructure investments, capital planning decisions and development proposals.

"A comprehensive plan is one of the most important tools to help align municipal decision-making with community goals," Town Manager Jim Feeney said in a statement. "The AmpUp! Comprehensive Plan reflects the priorities of our residents, businesses and community organizations and puts forth a shared vision."

The plan's vision statement describes Arlington as a welcoming community that supports a diverse population through a variety of housing options, thriving business districts, vibrant neighborhoods, environmental stewardship, and strong civic engagement. Key goals include expanding attainable housing opportunities, supporting local businesses, creating safe and connected streets, protecting open space and natural resources, preserving historic and cultural assets, and promoting sustainable development practices.

The planning process included extensive public outreach throughout 2025 and early 2026. More than 200 residents participated in public meetings and workshops, nearly 650 survey responses were collected during key phases of the process, and two online polls generated almost 500 responses. Community engagement also included focus groups, stakeholder interviews, pop-up events, and an interactive project website that allowed residents to submit feedback and ideas through surveys and an online mapping tool.

Officials said public feedback revealed strong support for expanding housing options and addressing affordability challenges, improving pedestrian and bicycle infrastructure, strengthening local business districts, enhancing parks and open spaces, increasing the town's tree canopy, and advancing climate resilience initiatives. Residents also emphasized maintaining Arlington's quality of life, strong sense of community and commitment to equity and inclusion.

The plan also outlines several challenges facing Arlington, including rising housing costs, limited commercial and industrial space, increasing demand on public facilities, and the realities of accommodating future growth in a largely built-out community. The report notes Arlington's population has continued to grow and become more diverse while housing affordability has emerged as a significant concern for many residents.

"The AmpUp! Plan represents thousands of community voices and countless hours of collaboration," Planning and Community Development Director Claire Ricker said in a statement. "We heard from community members across neighborhoods and generations who care deeply about Arlington's future. Their input helped shape a plan that balances growth and preservation, addresses emerging challenges, and positions Arlington to remain a welcoming, sustainable and vibrant community for years to come."

With the plan now adopted, town officials will move into the implementation phase. Among its near-term priorities are updating Arlington's Affordable Housing Trust Action Plan, developing a Strategic Economic Development Plan, updating the town's Net Zero Action Plan, adopting a Vision Zero traffic safety policy aimed at eliminating pedestrian and bicyclist fatalities, and evaluating zoning changes intended to increase housing options and support redevelopment in business districts.

Town officials said residents will continue to have opportunities to provide input as specific projects and initiatives are developed under the new comprehensive plan.
