Medford Woman Indicted on Human Trafficking Charges

Xiu J. Chen and a Woburn man allegedly set up a human-trafficking enterprise.

The Medford woman and Woburn man arrested last month on human trafficking and money laundering charges have been indicted, according to a Thursday release from the state Attorney General’s Office.

Xiu J. Chen, 32, and Ronald Keplin, 57, were indicted Wednesday by a Middlesex Grand Jury on the following charges:

  • Trafficking of persons for sexual servitude (six counts each)
  • Conspiracy to traffic persons for sexual servitude (six counts each)
  • Deriving support from prostitution (six counts each)

Chen also was charged with keeping a house of ill fame (six counts) and money laundering (five counts), while Keplin was charged with one count each of keeping a house of ill fame, money laundering and possession of ammunition.

Chen and Keplin allegedly set up massage parlors that served as fronts for illegal activity, including human trafficking and money laundering.

  • Shrine Spa (aka Billerica Bodywork or Boston Chinese Club), Billerica
  • Body Wellness Center, Reading
  • Body Language, Wilmington
  • Asian Bodywork (aka Woburn Wellness Bodywork), Woburn
In addition to running these illegal businesses, Chen and Keplin coordinated the recruitment of women from across the eastern seaboard, including New York, according to authorities. They set up overcrowded housing where the women typically slept on mattresses on the floor, or in some instances, on the massage tables at the businesses, authorities said.
