NORTH ANDOVER, MA -- The North Andover High School Student charged with rape in Salem, NH last week was also accused of rape by a then 15-year-old in 2017. The victim in that case went to police but the case against Eliezer Tuttle, 18, was never prosecuted because prosecutors thought the victim was "too fragile to testify," according to the Eagle Tribune, which interviewed the victim's mother.

When he was arrested last week, Tuttle had been on probation since November for sexually assaulting another student at the school earlier last year. In that case, school officials asked the victim to sign a safety action plan when Tuttle was allowed to return to school. The victim refused to sign when she learned she would face disciplinary action if she violated the stipulations laid out in the plan.

The charges in that case were continued without a finding and would have been removed from Tuttle's record if he followed the stipulations of his probation. In the most recent case, Tuttle is accused of raping a teenage girl in his car outside of a Salem, NH restaurant on Feb. 17, then raping her again later that day outside of a movie theater in Epping.
