At around 1 a.m. today, an officer patrolling Lincoln Street came across a running vehicle behind a closed business with two men seated in the vehicle and pulled up the cruiser behind the vehicle, according to Lt. Brian O’Keefe of the Manchester Police Department.

“The two men exited the vehicle, but the passenger remained near his door as the driver walked toward the rear of the car,” O’Keefe alleged. “The person seated in the driver’s seat dropped an unknown object near the rear tire before responding to the officer who asked to speak with him.”

The driver – Pelkey – spoke with the officer who picked up the item – a hollow key chain. Inside, the report alleged, was nearly a finger of heroin – about 9.5 grams. While investigating the dropped item and speaking with Pelkey, the officer allegedly saw an empty hypodermic needle and three bundles of crack cocaine in the driver’s seat. Pelkey was then arrested.

O'Keefe alleged that Robinson began arguing with the officer, stating that he had no reason to stop the two men. The officer explained the prowling ordinance to Robinson and asked him if he had a legitimate reason to be parked behind a closed business at that home. Robinson refused to offer a reason and was arrested without incident, O’Keefe alleged.

Pelkey is due in court later today while Robinson is scheduled to make an appearance in Manchester District Court on Sept. 28.

Both men, who are former Concord residents, are no stranger to police, according to reports on Patch.

Robinson was indicted in Hillsborough County Superior Court-South last year for felony possession of a controlled drug-heroin and fentanyl after being arrested in Nashua in July 2016.
