Concord Man Arrested After High-Speed Chase In Franklin: Watch

FRANKLIN, NH — A Concord felon, with a number of prior cases including a rape allegation that he pleaded down to, was arrested in Franklin on Tuesday after being accused of high-speed wrong-way driving in that city.

Taylor "TJ" Winter, 20, of West Parish Road in Concord was arrested Tuesday on reckless conduct and habitual offender charges, both felonies, as well as a single count of disobeying an officer.

Around 12:30 p.m. on Monday, police received reports of a Volkswagen GTI driving in a dangerous manner, swerving around other vehicles, and causing a crash in Downtown Franklin. Police posted photos of the vehicle on Facebook and asked the public for assistance.

Police also posted video of the vehicle driving the wrong-way in parking spaces in the city.

After receiving tips from the public, Winter was identified, found, and arrested. He was held on a 72-hour hold for probation or parole violation.

Franklin police, on Facebook, thanked the public for assisting with the case and helping police identify the vehicle and driver.

Winter is no stranger to police in Concord.

In October 2018, when he was a teenager, Winter was accused of felonious sexual assault and second-degree assault against a victim between 13 and 15. As that case wound its way through court, Winter was arrested on a burglary charge out of Andover and a criminal trespass charge in Concord in September 2019. A month later, he was arrested on speeding, breach of bail, disobeying an officer, and driving after revocation or suspension charges in Concord.

Winter pleaded guilty to the second-degree assault charge but the rape charge was dropped in August 2020. He also pleaded guilty to the criminal trespass charge while the burglary charge was dropped.
