Concord Man Faces Several Charges After Rumford Street Crash: Follow-Up
Police: Mercy Mbarushimana of Concord was arrested Thursday after a crash on Rumford Street; he also has active burglary and other cases.
CONCORD, NH — A man from Concord was arrested on Thursday and will face more charges after a crash on Rumford Street.
Around 8 p.m., police were sent to the area between Cambridge and Centre streets for a report of a crash. Fire and rescue teams were also sent. When they arrived, they found a Honda CR-V had been driven into a parked Honda Civic sedan from New York and then crashed into a house.
Police dispatch said the CR-V had just been reported stolen from Jennings Drive in Concord by Mercy Mbarushimana, 20, of Jennings Drive.

Mbarushimana was injured during the crash and was sent to Concord Hospital.

Deputy Chief John Thomas said Friday the incident was still under investigation. But a warrant would be issued against Mbarushimana soon.
Charges against him will include theft of the motor vehicle or receiving stolen property — after police determine the specifics of the stolen CR-V as well as reckless operation, speeding, and possibly other charges.
Other Incidents And Crimes
Mbarushimana is no stranger to police in Concord and Weare.
Mbarushimana was out on bail due to an arrest and protective custody on March 12. At the time, he was charged with criminal trespass, unlawful possession-intoxication, and breach of bail charges. Mbarushimana was taken into protective custody due to intoxication, according to police.
According to an affidavit, on Nov. 15, 2022, he was accused of burglarizing a neighbor’s apartment on Jennings Drive after being caught on camera climbing through a window. He was arrested on Feb. 8 on a felony charge. Mbarushimana was also arrested on theft by unauthorized taking, less than $1,000, and unlawful possession-intoxication after an incident at Hannaford on Fort Eddy Road.
Back in January 2021, Mbarushimana was arrested on eight charges after an incident in Jennings Drive. Those charges include four criminal mischief, two simple assaults, and two domestic violence-simple assault charges. He took a plea deal about nine months later on simple assault and two criminal mischief charges while the other charges were dropped. Mbarushimana received a sentence of 90 days in the county jail, suspended for two years. In November 2022, a motion hearing to impose the suspended sentence was held and a notice of default was issued. That notice was cleared on Feb. 9. On Friday, a hearing on failure to appear was held and a motion hearing to impose the suspended sentence was rebooked for April 18.
Mbarushimana was also arrested in Weare in May 2021 on disobeying an officer and breach of bail charges. In August 2021, he pleaded guilty to disobeying an officer and agreed to pay a $620 fine. As of November 2021, the fine, now up to $670, was still owed.
In May 2020, Mbarushimana was accused of theft and arrested seven months later. He pleaded not guilty. During several hearings across nine months, the case was placed on hold without a finding in September 2021, on good behavior for six months.
Mbarushimana was charged with unlawful possession in January 2020 after an incident in Concord. That case was also placed on hold without a finding, six months of good behavior in September 2021.
