Concord Regional Crimeline Tip Catches Another One
Jessica Carter was arrested recently on burglary, unpaid child support, theft warrants after incidents at Market Basket last year.

CONCORD, NH - A local woman with a number of previous criminal incidents is in more trouble after being arrested recently on warrants.
Jessica N. Carter, 40, of Lake Street in Concord, was arrested at 11:19 p.m. on Dec. 14, 2015, on numerous warrants including two felony theft warrants due to prior convictions, burglary, and unpaid child support.

The most recent alleged troubles for Carter started last year when police were sent to the Market Basket on Storrs Street for a report of a shoplifter in custody.
The store manager informed the officer that the suspect had already fled the area after allegedly stealing a pack of cigarettes and a Twisted Tea. The employee also recognized the woman from a previous incident, according to a court affidavit.

The officer viewed video footage and allegedly saw the woman take a pack of cigarettes from an area closed off to customers. She then walked over to the beer and wine area, grabbed a bottle of Twisted Tea, and allegedly put it in her white purse. The store manager also pulled up surveillance footage from Jan. 17, 2015, of a similar looking woman who did the same exact thing – grabbed ciggies and a Twisted Tea, allegedly put them in a white purse, and then left the store.
Lt. Timothy O’Malley, the commander of the criminal investigations unit for the department, put together a Concord Regional Crimeline alert about the two incidents, including screenshots of the women walking into the store.
A number of tips came in but none matched the incident, according to a court affidavit. However, another officer received a possible lead from a source about the case and that it might allegedly be Carter. The officer attempted to make contact with Carter at “multiple addresses but was unsuccessful” in finding her, according to the report.
The officer went to speak to the tipster about the case and he alleged that Carter used to crash at his house on Thorndike Street and saw the alert on Concord NH Patch in February 2015, according to the affidavit. She allegedly admitted to the theft incidents to him at that time, according to the court affidavit.
The officer double-checked the store stills with other booking photos of Carter and determined that she matched the surveillance footage, according to the affidavit. The officer also checked Carter’s criminal record and found theft convictions from August 2014 in Hillsborough District Court and January 2015 in Concord District Court.
The officer filed an arrest warrant affidavit on May 21, 2015.
Carter was arrested in December after police were sent to Rollins Street for a report of a fight in the building. They checked the building and were unable to locate any issues. While on the third floor, they spoke with Carter, and she reportedly stated that neither she nor her boyfriend heard any fighting.
A check of Carter yielded numerous active warrants including two bench warrants out of Concord District Court for failure to appear on Dec. 14, 2015; one was on a felony burglary charge, $1,000 cash bail, another was a theft by deception charge, $172 cash bail. Two other warrants were from the Merrimack County Sheriff’s Department for unpaid child support and one warrant was for the Market Basket incidents.
Carter was arrested and held on $1,172 cash bail.
