Concord Woman Faces Driving, Drug Charges After Crash

Police arrest Desiree Charter after an accident; allege she had syringes, traces of cocaine on a piece of cotton.

A local woman, with a long criminal history, is facing more charges after a crash on Mountain Road.

Desiree M. Charter, 28, of Manor Road in Concord, was arrested at 4:50 p.m. on Oct. 25, on a felony charge of possession of controlled drugs, driving after revocation or suspension, and false report on an accident.

According to an arrest report and court affidavit, an officer was sent to a car crash and a possible road rage incident on Mountain Road just north of Fairview Drive.

Upon arrival, the officer found a white sedan off on the side of the road facing north and a van parked on the west side of the road facing south. There was a woman, later identified as Charter, standing on the side of the road. Charter reportedly told the officer that she didn’t have any injuries and refused medical treatment, according to the report.

Charter allegedly told the officer that her boyfriend was driving and had since gone to get help. The officer asked why he had left the scene of an accident when there were bystanders available to help and she had a cellphone that could be used to call someone. Charter reportedly stated that he wanted to get another vehicle.

When the boyfriend returned, the officer asked him if he was driving and what happened. The boyfriend said he was driving but all he could say about the accident was that the driver of the van was waving him at.

“(The boyfriend) couldn’t remember what happened after that or what speed he was traveling,” the officer alleged.

The officer then began examining the vehicle and noticed that the driver’s seat was “fairly close” to the steering wheel while the passenger seat was pushed back. This “stood out” to the officer since Charter was about five feet tall and the boyfriend about 5-feet, 11-inches tall. The windshield was also splintered on the passenger side but neither of them had any injuries that would be consistent with a head smashing into the windshield.

“I told (the boyfriend) that it didn’t make any sense that he was driving as the driver’s seat was far too close for him,” the officer reported. “(He) hung his head down (and) then stated that he hadn’t actually been driving and that Charter had.”

Charter’s license, it turned out, was suspended back in September 2006. She was also convicted of operating after suspension in December 2004 in Franklin District Court, according to dispatch, so she was arrested.

Charter then requested an ambulance and was taken to Concord Hospital, evaluated, and released to police.

During processing, the officer found a purse inside her backpack that allegedly contained syringes, a few Q-tips, cotton tips, and several plastic baggies. A test of one of the cotton pieces allegedly yielded the presence of cocaine and a drug charge was added.

Charter was held without bail.

During the last two years, Charter has been arrested for forgery, receiving stolen property, theft, theft by unauthorized taking or transfer, and default or breach of bail conditions, according to previous Patch police reports.
