Former Concord Man Indicted Again For Manslaughter
Merrimack Superior Court issued a manslaughter indictment against Jocarl Bureau of Manchester for the death of his daughter, Jayleah.

CONCORD, NH — A former Concord resident has been indicted again in Merrimack County Superior Court for the death of his daughter, according to court documents. Jocarl Bureau, 23, of Youville Street in Manchester, was indicted this month on a felony manslaughter charge for allegedly killing his daughter, Jayleah Bureau, 3, on March 15, 2016. The second indictment – which was issued three days ago – follows on the heels of a grand jury indicting him in late June on both reckless second-degree murder and manslaughter charges.

Bureau, the indictment stated, “manifested exceptional cruelty or depravity in inflicting death on Jayleah Bureau by inflicting substantial force to her abdomen and not seeking medical attention for Jayleah immediately after the assault.”

At the time of the alleged incident, Bureau, his daughter, and her mother, were living on Canton Circle in Concord. On the day in question, Concord Fire and Rescue teams were called to the home for a report of an unresponsive child. The girl was taken to Concord Hospital where she was pronounced dead. The state’s medical examiner ruled the death due to blunt force trauma to the abdomen.

Two weeks after her death, Bureau was arrested on warrants for nonappearance in court on May 20, 2014, on a criminal threatening charge, $1,000 cash bail, as well as a Manchester Police Department warrant for contempt of court. While in jail, he allegedly made phone calls and threatened to punch a woman in the face. He was arrested on other charges – including conspiracy to commit and two counts of criminal solicitation to commit – after alleged incidents at the Merrimack County House of Corrections in November 2016. He was indicted earlier this year on a felony witness tampering charge, allegedly attempting to have a woman withhold testimony about a proceeding in Manchester in June 2016.
Investigators continued to work the case while also asking for the public’s help, requesting tips. In February 2017, Bureau was charged with second-degree murder.
