Homeless Sex Offender, New Hampshire Fugitive Found Inside Tent In Vermont: Follow-Up

CONCORD, NH — A fugitive wanted by the New Hampshire Department of Corrections is in custody after being found in neighboring Vermont, according to officials.
Elwin Albert Moses, 65, was wanted on parole violations after being convicted of aggravated felonious sexual assault in the late-1990s. The violations involved absconding from supervision in August 2023 and a failure to register with Derry police. Warrants were issued for his arrest in both cases. The department featured him as a fugitive of the week in September 2023.
At the time, Moses was suspected of mingling with homeless populations and encampments in Concord, Manchester, or the Lakes Region.

Recently, though, the Belknap County Sheriff’s Office received a tip Moses might be living in a tent in Vermont. Officials contacted police and an apprehension effort was put together. State troopers and the Essex VT County Sheriff’s Department found Moses on Long Hill Road in Concord, VT, on Tuesday, officials said.
“Upon contact with law enforcement, Moses attempted to evade identification by providing a false name,” corrections said Thursday. “Despite his efforts, he was taken into custody and transported to the St. Johnsbury Barracks for processing.”

Moses is being held without bail. After a hearing scheduled for Thursday, he is expected to be returned to the New Hampshire State Prison for Men, officials said.

According to superior court records, Moses has a criminal history dating back to the mid-1990s.
In July 1995, after an incident in Belmont, he was found guilty of driving under the influence and breaking the rules of the road. About a year later, also in Belmont, he was accused of driving while being a habitual offender and pleaded guilty to the charge in February 1997, making him a felon.
In November 1996, he was brought up on two aggravated felonious sexual assault charges, with a jury finding him guilty. He was also charged with two counts of simple assault in Belmont in December 1996, and a jury found him guilty in July 1997.
Moses was arrested on felony habitual offender charges in Laconia in October 2018 and in Belmont in November 2018. He pleaded guilty to both charges in July 2019.
According to a post on Patch, in July 2019, while he was homeless in Concord, he was arrested on warrants after an incident at the Fairfield Inn on Gulf Street.
Investigators said other charges Moses had been convicted of included disobeying an officer, a prior escape charge, and indecent exposure and lewdness.
