CONCORD, NH — Working a tip they received from a bounty hunter, New Hampshire State Police and Concord police were on Sandquist Street Tuesday attempting to locate Douglas C. Smith Jr., who is wanted on rape, assault, and other charges, including warrants from a number of communities in the state. The tipster said Smith, a felon and sex offender, would be in a vehicle arriving at a steel business in the area, according to a trooper at the scene.

Officers working with state police set up a dragnet waiting for the suspect vehicle around 3:30 p.m. When it arrived, they stopped the vehicle and questioned a number of passengers. Two were parolees and another was cleared by dispatch as having no active warrants — but Smith was not in the vehicle.
