Wayne Felong, 42, with a last known address of Loudon Road in Concord, was found guilty by a jury on three counts of aggravated felonious sexual assault and one felonious sexual assault charge, all felonies. The victim was under 13 at the time of the assaults.

The case originally started in Farmington after a woman contacted police about a possible sexual assault accusation. The case was later moved to Concord due to the incidents occurring in that department’s jurisdiction. The woman said the girl told her about an incident at the Salisbury Green apartment complex in late February 2021 in which Felong sexually assaulted her while on the phone with a woman, the report stated.

Strafford County advocates interviewed the girl, who was initially hesitant about revealing specifics, and Concord detectives spoke with Felong, who refused comment.

A few months later, he denied the allegations to the police.

After the girl was examined and interviewed again, a detective believed the allegations were true based on the demeanor of the victim and suspect. However, the investigation was suspended.

About a month later, detectives picked up the case again and learned more about some of the victim’s writings and notes. They secured one-party recording authorization from the New Hampshire Attorney General’s Office. During a phone conversation, Felong apologized to the victim but would not speak about the criminal case.

Later, detectives learned Felong had admitted to a family member he was having problems looking at young girls.

The girl, in an interview in August 2021, admitted to more details about the rapes.

After continuing to build a case against him, Felong was arrested.

Felong was initially arrested on two rape charges, but later, two more charges were added. He was out on bail for his trial but was taken into custody after the verdict.

County Attorney Paul Halvorsen said the case was investigated by the Concord Police Department and was prosecuted by Assistant County Attorney Sarah Rogers and Assistant County Attorney Terri Harrington.
