Stabbing Incident Suspect Racks Up More Charges
Documents: Scott "JR" Perkins arrested on drug, breach charges, and bench warrants.

One of the suspects allegedly involved in the recent stabbing incident at the Durgin Block Parking Garage is facing other charges, according to a Concord Police Department arrest report and court documents.
Scott A. Perkins, 20, of Union Street in Concord, was arrested on Sept. 15, and Oct. 4, on bench warrants, and on Oct. 7, on possession of controlled drugs default or breach of bail conditions, at the same time he was arrested for the stabbing incident.
According to an arrest report, on Sept. 15, about two weeks before the stabbing incident, officers met with a woman about fighting in the homeless camps. While speaking with the woman, and checking the area around North Main Street, officers observed Pierce Osgood, the main suspect allegedly involved in the stabbing investigation and Perkins hanging out with another man.

The officers spoke to Osgood about the fighting incidents and also ran a check on Perkins. Perkins, it turned out, had two active warrants. One was out of Concord District Court for nonappearance in court on theft by deception issued on Sept. 5, with $1,000 cash to settle; the other was out of Laconia District Court from Sept. 5, for failing to appear at an arraignment on a driving charge, $500 cash to settle.
Perkins was arrested and held because he couldn’t come up with the money.

On Oct. 4, Perkins was arrested again after officers were sent to North State Street near Centerpoint Church for a criminal threatening report. The threat, it turned out, was unfounded, but while there, officers ran a check on Perkins and found an active warrant out of Hooksett District Court on a simple assault charge from Oct. 2. He was arrested and released on personal recognizance bail with a Hooksett District Court date set for Nov. 18.
A few days later, at around 3 p.m., as police were putting together more information about the stabbing incident, an officer was patrolling North Main Street and saw Perkins standing near the clock tower outside of Eagle Square. The officer, who was in plainclothes, knew there was an active warrant for Perkins and approached him to take him into custody. After being cuffed, the officer called for a marked cruiser to come pick up Perkins.
Perkins reportedly told the officer that he had a pipe in his pocket. The officer alleged that after checking the pipe, it had marijuana residue on it.
“Perkins claimed he was just holding the pipe for a friend and it was not his,” the officer alleged.
During processing at headquarters, Perkins allegedly admitted to having a marijuana roach in the front coin pocket of his pants and a more thorough search was performed. Since Perkins was out on bail from a few days before and was required to not use drugs or alcohol, a breach charge was added.
Perkins, according to reports, has been arrested before, including driving charges in August 2013, a driving charge in April of this year, and theft charges in July of this year.
