Still On The Loose: Marshals Are Hunting For These Fugitives
The U.S. Marshals Service is still looking for these New Hampshire fugitives. Have you seen them?
CONCORD, NH — Due to the holiday, The District of New Hampshire - New Hampshire Joint Fugitive Task Force will not have a Fugitive of the Week feature. However, Deputy Marshal Jeffery White stated that the following four men, previously featured, are still at-large. If you see or recognize any of these individuals, contact local police or the nearest USMS DISTRICT OFFICE at 603-225-1632 or call 1-877-WANTED-2. Information can also be submitted at WEB-TIP, or TEXT NHTIP with any information to TIP411.

Richard E. Williams Jr., 38, pictured upper left, is wanted on a vehicle theft charge and possession as well as attempted methamphetamine manufacturing. He was featured in June.

Jonah Couturier, 37, was also featured in June. He is wanted for allegedly manufacturing drugs – marijuana, LSD, mushrooms, fentanyl, and butane honey oil – in Seabrook. He was wanted after a massive fire in his home. After the alert was issued, Merrimack Police warned that he might be in their community. Couturier is pictured upper right.
James R. Hill Jr., 73, is wanted on an arson charge from the late 1990s issued out Belknap. He was once presumed dead, allegedly stole a boat in the Florida Keys, and even appeared on “America’s Most Wanted,” according to the U.S. Marshals Service. Hill, who is pictured lower left, was listed as a fugitive in March.

Another fugitive still on the loose is Heibrahim Delvalle-Baez, 30, pictured lower right, an allegedly armed and dangerous Dominican drug dealer who is wanted on numerous charges, including indictments.
