Suspect In Concord Shooting Currently In Jail, Being Held On Other Charges: Update

CONCORD, NH — A man from Loudon, suspected of shooting his brother on Tuesday in the area of Garvins Falls Road, is being held on charges connected to an assault incident in November 2023, in the same home he was captured in Wednesday, an incident in which the brother he was accused of killing was also accused of being involved.
Jesse James Sullivan, 32, of Wellington Lane in Loudon, a member of the Brothers of White Warriors (BOWW) white supremacist gang with a lengthy criminal history dating back more than 15 years, is being held in the Merrimack County Jail on several charges including assault, criminal trespass, criminal liability for the conduct of another, and a probation violation. He has been in jail since Wednesday morning when the Central New Hampshire Special Operations Unit (CNHSOU), the city’s “SWAT” team, took him into custody after a shooting on Garvins Falls Road Tuesday night.

Concord police and fire and rescue teams were sent to Manchester Street at Garvins Falls Road around 7:15 p.m. on Tuesday for a report of a man who was shot in another location but was at the Dunkin’ Donuts and needed treatment. The man, Zackary Sullivan, 19, was taken to Concord Hospital where he was pronounced dead. He was with one of his brothers at the time of the incident.

According to information gathered by dispatchers, Zackary Sullivan was reportedly shot at another location on Garvins Falls Road. A description of the suspect was given to police — a white man with neck and facial tattoos, with investigators learning the suspect was Jesse Sullivan, another brother of Zackary Sullivan.
After several hours of searching, the CNHSOU was called up, and Jesse Sullivan was taken into custody at a home on Garvins Falls Road, near the Pembroke town line, at around 2 a.m. on Wednesday.

About 90 minutes before the incident at Dunkin’ Donuts, police were also sent to Airport Road and Old Turnpike Road for a report of a bullet being fired into a home.
This incident is believed to be connected to the shooting. However, police and the attorney general’s office have not commented on the Airport Road incident beyond confirming a search for evidence.
November 2023 Assault On Garvins Falls Road
The warrant for Jesse Sullivan’s arrest on Wednesday morning was issued on Nov. 24, 2023, after Concord police were sent to Garvins Falls Road for a report of three men accused of beating a man in his late 20s around 7:30 p.m.
According to the victim and a woman who was a witness, the three men appeared at the woman’s home around 7:15 p.m. When the woman looked through the door curtains, she recognized Jesse Sullivan and said he “asked for a hug,” the report said. She immediately told them to leave and requested the man, who lived in another part of the home with the woman’s daughter, to assist. She also called 911, a report said.
The woman told the detective the three men went around to the other side of the house and “tackled” her daughter’s boyfriend, who was by a truck in the driveway, approaching the front of the home, the report said. All three men punched the man in the head and stomped on him when he was on the ground, the affidavit stated. The men then fled in a white GMC pickup truck.
The woman said she knew Jesse Sullivan because a relative, Donald Freese, was previously friends with him. The woman said she no longer spoke to Freese and did not know why the men were at the home.
“(She) could not provide any explanation as to why Jesse and the two others came to her residence,” the detective wrote. “(She) believed that it was an unprovoked incident.”
The detective spoke to the victim, who said he received a call from the woman saying there were unknown men at the door, and he went upstairs to find out what was going on. He said he recognized Jesse Sullivan since they went to school together when they were younger, the report said.
The victim did not know the two other men, the report said. One was described as heavy set while the other was skinny. One dropped his glasses in the driveway during the incident, the victim told the detective. One was identified as Zackary Sullivan later in the investigation, the report said.
The victim said he spoke to the men and Jesse Sullivan kept saying he wanted to hug the woman, the report said. The victim told them she wanted them to leave. Jesse Sullivan then asked what he was doing at the home and he explained he was dating the woman’s daughter and he lived there, the report said. The victim then asked the woman if she would be willing to speak to Jesse Sullivan or hug him, and she refused, requesting that they leave, the report said.
The detective wrote Zackary Sullivan and the third man started to leave while Jesse Sullivan continued to speak to the victim about the dating and living arrangement. The victim began to walk with them, and as he did, Jesse Sullivan punched him in the face, the affidavit stated. After that, Zackary Sullivan and the third man “jumped into the fight and began assaulting (him) as well,” the affidavit said.
The victim was able to pull away from the men and ran back toward the home while the three men ran to the pickup truck and fled.
The victim had “several minor injuries,” including scrapes and abrasions, a bump on his forehead, a swollen upper lip, and cuts on both lips, the report said. He also had a scrape and bruise on his upper left arm.
The detective noted the victim reiterated all three men had “collectively assaulted him.”
The detective also viewed video footage from the home, which caught a “very brief clip of video” that showed three men running to a white pickup truck.
“One of the males appears to yell ‘Go!,’” the detective wrote.
While investigating the assault, another officer found the truck and stopped it on the westbound side of Interstate 393.
The officer said Zackary Sullivan was driving the truck and Jesse Sullivan was in the front passenger seat, according to the report. The report said the third man, who “would not identify himself for some time,” was in the back.
Zackary Sullivan was arrested on Jan. 7 on assault and criminal trespass charges. Jesse Sullivan was arrested on Jan. 17 on simple assault, criminal trespass, and two criminal liability for the conduct of another charges.
Breggan R. Moreau, born 1992, of Rochester, was arrested at 1:09 p.m. on Jan. 7, 2025, on simple assault and criminal trespass charges, connected to the incident.
Jesse Sullivan has not been charged with shooting and killing Zackary Sullivan.
A GoFundMe effort has raised more than $8,200 in donations.
The Brothers Of The White Warriors
In the affidavit, the detective wrote Jesse Sullivan and Freese were known to each other as members of the Brothers of the White Warriors, a white supremacist gang in New Hampshire.
Freese, the detective wrote, was incarcerated at the time the affidavit was issued.
Freese and others shouted racially offensive words at a man of color riding a moped on Route 3A in Hooksett in July 2012. After confronting the men about their language, the victim was pulled off the moped and beaten.
BOWW was originally founded by Jerod Trebian of Pembroke, a capital region felon who has been in and out of jail since he was a teenager. He was the first teenager in New Hampshire to be tried as an adult in the mid-1990s.
More than a decade ago, members of the gang were being investigated by the New Hampshire Department of Corrections and New Hampshire State Police for violent offenses and drug dealing inside the prison system. A former Concord School District elementary school teacher, Peggy Sinclair, got caught up in drug dealing while dating a former student, Matthew Peters, who was in prison at the time.
According to court documents at the time, Sinclair’s DNA was traced back via saliva on one of the envelopes with suboxone inside.
Jesse Sullivan’s Prior Criminal History
Jesse Sullivan’s criminal history dates back more than 15 years to June 2008, when he was 17 and arrested for a felony escape in Manchester. He pleaded guilty to the charge in July 2009 and two months later, was accused of a probation violation.
Jesse Sullivan was charged with riot, carrying a weapon, carrying a weapon without a license, acts prohibited, and two reckless conduct charges in Concord in August 2009. Four months later, the riot charge was nolle prossed while one of the weapon charges was dropped in February 2010. Jesse Sullivan pleaded guilty to the other charges in February 2010.
In April 2010, he was arrested on two assault by a prisoner charges and pleaded guilty to the charges six months later.
In March 2013, Jesse Sullivan was charged with two felony assault by prisoner; assault by inmate counts. He pleaded guilty to both charges about a year later.
Jesse Sullivan was released from prison later and in December 2020, was arrested on a felony hand guns felon, gun application and driving after revocation or suspension charges, due to a driving under the influence conviction, in Berlin. He pleaded guilty to the gun application in January 2021, and was sentenced to four years in prison, with a mandatory minimum of two years, and 34 days of credit for time served.
In March 2021, he was arrested again on first-degree assault-attempt and three assault by prisoner-simple assault charges connected to an incident in Stewartstown in December 2020. In November 2021, he pleaded guilty to one prison assault and the attempted first-degree assault charge. He was sentenced to three years in prison, 18 months mandatory minimum, and two years in prison, mandatory minimum of one year, all suspended for five years.
