Teen Allegedly 'Destroys' Home During Argument About Child Care: Log

Crash at the Gardens ends with DWI charges, DCFY dispute leads to swearing, resisting, and toddler finds rolling papers, teen arrested.

CONCORD, NH - April Peck, 46, of Chapel Street in Concord, was arrested on March 30, 2016, on a bench warrant. While patrolling the area around The Friendly Kitchen at around 5:30 p.m., an officer saw Peck and checked to see if she had an active warrant, which she did for nonappearance in court from Jan. 27, on a criminal trespass charge. She was arrested and is due in court on May 2.

Kamal Thapa, 37, of Concord Gardens, was arrested on March 20, 2016, for two counts of driving while intoxicated, aggravated driving while intoxicated, conduct after an accident, and operating without a valid license. Officers were called to the complex for a report of an accident. When they arrived, they were flagged down by a large group of people including a woman who was yelling that her vehicle was struck. The woman pointed to a man standing on the sidewalk, later identified as Thapa, as the one reportedly responsible. The officers attempted to speak to Thapa but there was a language barrier – he’s Nepali, according to the report – but another person provided translation. The officer alleged that he smelled like alcohol and his eyes were bloodshot and glassy. He agreed to a field sobriety test and was arrested. Thapa is due in court on April 11.

Fallon L. Lucier, 31, of Charles Street in Concord, received a summons for driving after revocation or suspension and solid line violation after a traffic stop on Beacon Street for reportedly driving over the white fog line on North State Street. She’s due in court on April 18.

Lisa Z. Szanto, 53, of Thorndike Street in Concord, was arrested on March 1, 2016, for disobeying an officer and resisting arrest or detention during the service of an ex-parte order at the DCYF office on Terrill Park Drive issued by the Franklin Family Division for a child to be turned over to the state. Szanto allegedly “refused to cooperate with detectives and with DCYF” during the process, by reportedly not revealing where a child and the child’s father were located. “Ms. Szanto was disruptive and swearing during the meeting,” the reporting detective alleged. “I advised them that the Court had issued an order and that their failure to cooperate could result in charges. Ms. Szanto stated that she was going to go to the court to have the order rescinded because it was all fraud.” She was ordered not to leave until she provided the necessary information. She then allegedly said she didn’t care and fled. After speaking with DCYF and the city prosecutor, the detectives were told to detain her. Another detective was able to catch up to her trying to leave the parking lot. When ordered to stop, she allegedly yelled, “F--- you” and sped off, according to the report. A stop and hold alert was put out and she was arrested by Franklin Police. The child was later turned over by the father to police in Franklin, according to the report.

Christopher Couch, 19, of Village Street in Penacook, was arrested on Feb. 27, 2016, for criminal mischief after allegedly “destroying” an apartment and then fleeing on foot. Officers arrived at the apartment around 7:45 a.m. and found a tipped over dresser, damage to the frame of a mirror, and a broken lampshade. A woman in the apartment alleged that the two had been arguing about relationship issues after he reportedly went out drinking the night before and came home intoxicated. The officer called Couch who allegedly stated that they had been arguing about who was going to take care of their children, he lost his temper, and didn’t want to argue any longer. He alleged that the woman “also began destroying stuff” and “eventually got a knife and began to threaten him with it,” according to the report. An officer later found him at Riverside Park.

Dilli Lamichhaney, 25, of Royal Gardens in Concord, was arrested on Feb. 25, 2016, on two counts of driving while intoxicated and aggravated driving while intoxicated. At just before midnight, an officer saw a vehicle on Storrs Street approaching the stop sign but made a turn onto North Main without stopping, according to the report. The vehicle was pulled over outside of Papa John’s Pizza. The driver – Lamichhaney – allegedly smelled like alcohol. He reportedly stated he was coming from work and when asked if he had anything to drink, he stated that it was against his religion, according to the report. Lamichhaney agreed to a field sobriety test and then was arrested. He was later transported to Concord Hospital. He was arraigned on March 14.

Matthew P. Johnson, 27, of Fisherville Road in Concord, was arrested on Feb. 23, 2016, for theft by deception and receiving stolen property from December 2014. The victims in the case were Schnitzer on Sandquist Street and Force 5 Automotive on South Main Street. He was arrested after an officer noticed the operator of a vehicle make eye contact with the officer and then quickly turn away, according to the report. The officer ran a check of the vehicle and found the owner – Johnson – had a warrant. The vehicle was pulled over on I-393 and he was arrested. Johnson was arraigned on April 4.

Kyle R. McLaren, 19, of Alice Drive in Concord, was arrested on Feb. 21, 2016, for possession of controlled drugs after police were sent to Alice Drive to investigate a child endangerment issue. Family members were watching a 2-year-old who reportedly exited one of the bedrooms of the home holding a pack of rolling papers. This led the family members to search the bedroom where they allegedly found paraphernalia, according to the report. The officer looked at text messages between the parties that reportedly discussed another child in the home smoking marijuana. The officer then went to the McDonald’s Restaurant on Fisherville Road to speak with McLaren, who with his girlfriend. After some discussion about the situation and the alleged discovery of marijuana in his jacket, he was arrested.

Andrea A. Turmel, 48, of Carroll Street in Manchester, was arrested on Feb. 6, 2016, for felony forgery and theft by deception from September 2015 after an alleged incident at the TD Bank on North Main Street. She was arrested by Berlin Police, processed there on the Concord warrant, and transported to the Grafton County Department of Corrections.

Christopher R. Roy, 26, of Elm Street in Boscawen, was arrested on Jan. 21, 2016, for felony theft by unauthorized taking or transfer from Walmart on Loudon Road for allegedly stealing a backpack, a tent, and knives all valued at about $445. Roy was previously convicted of receiving stolen merchandise in Concord District Court in June 2007 and theft by unauthorized taking in Franklin District Court in June 2012, so the charge was elevated to a felony. He was held with bail.
