Homeless Man Indicted On Portsmouth Robbery Charge: Superior Court Roundup

Man accused of stalking cop; habitual offender accused of driving stolen car in North Hampton; man accused of attempted burglary in Windham.

BRENTWOOD, NH — The following people were indicted recently in Rockingham County Superior Court.

Anthony Nicholas Parma, 39, of North Washington Street in North Attleboro, Massachusetts, on driving while certified as a habitual offender and receiving stolen property charges, both felonies. He was accused of driving a stolen vehicle on July 20 on South Road in North Hampton after being deemed a habitual offender by the NH DMV.

Robert Allen Parrella Jr., 28, of Bristol Court in Derry on a felony attempted burglary charge. He was accused of trying to enter the home of an intimate partner on Gardner Road in Windham on Jan. 9 at night without permission.

Jeffrey J. Phaneuf, 54, of Willow Road in Newton on attempted improper influence and tampering with witnesses and informants charges, both felonies. He was accused of stalking a Newton police officer by email, stating he knew where the officer lived and had children, following his personal vehicle, and other comments and issues between March 16 and April 19.

Emmanuel George Pitsiladis, 40, a homeless man now located in Portsmouth, on a felony robbery charge. The indictment stated that he was accused of working in concert with Kaylah Bickford to rob another person in Portsmouth on June 22. Pitsiladis was accused of throwing a bottle at the person, while Bickford was accused of pepper spraying the other person.

Elise Lee Poirier, 27, a transient in Manchester, on possession of fentanyl and possession of methamphetamine, both felonies, in Exeter on Feb. 6.

Riley Eastinn Portinari, 20, of Pine Street in Manchester on possession of crack cocaine and falsifying physical evidence charges, both felonies. He was accused of possessing the drug in a baggie and then attempting to conceal it by throwing it on the rear floor of a vehicle she was operating on Jan. 20 in Salem.

Eric Morgan Pouliot, 26, of Warner Hill Road in Derry on four felony possession of controlled drugs charges — including fentanyl and cocaine mix, crack cocaine, and fentanyl, and two breach of bail charges. The charges stem from incidents on Feb. 6, 2021, in Salem; March 24, 2021, in Chester; and Nov. 26, 2021, in Derry. Pouliot was out on bail during the March and November incidents.

John Larry Pownall, 55, of Norway Plain Road in Rochester on a possession of fentanyl charge on May 9 in Portsmouth.

Todd J. Radcliffe, 29, of Grove Avenue in Manchester on a felony receiving stolen property charge. He was accused of retaining a Volkswagen Jetta on July 3 in Epping that he knew to be stolen.

Daniel Joseph Rapisarda, 24, of Capitol Hill Drive in Londonderry on habitual offender and two forgery charges, all felonies. He was accused of driving in the parking lot of a Dunkin’ Donuts in Londonderry on April 7 after being deemed a habitual offender by the NH DMV. He was also accused of passing a counterfeit $20 bill on April 7 in Londonderry.
