Caldwells 2019 Election Results: Council, Open Space (UPDATED)
Residents of Caldwell, North Caldwell and West Caldwell headed to the polls on Tuesday. See local election results here.
CALDWELLS, NJ — Residents of Caldwell, North Caldwell and West Caldwell headed to the polls for the 2019 general election on Tuesday, Nov. 5. In addition to statehouse and county races, voters chose representatives on their local town councils.
North Caldwell residents also made a decision on a referendum involving open space at Walker's Pond.

CALDWELL BOROUGH COUNCIL

In Caldwell, voters chose between four candidates for two seats on the borough council. Each term lasts three years.
With seven of seven districts reported, pending official certification, it appears Democratic candidates Frances DePalma-Iozzi and Jeffrey Gates have emerged victorious.
According to the Essex County Clerk’s Office, the unofficial results are:
- Pasquale Capozzoli - 709 (23.51%)
- Frances DePalma-Iozzi - 791 (26.23%)
- Jeffrey Gates - 825 (27.35%)
- Sue Ann Penna - 690 (22.88%)
DePalma-Iozzi and Gates garnered 217 and 210 votes respectively in the June primary election. Republican candidates Capozzoli and Penna garnered 122 and 119 votes in the primary.
NORTH CALDWELL BOROUGH COUNCIL
In North Caldwell, voters chose between four candidates for two seats on the borough council. Each term lasts three years.
With four of four districts reported, pending official certification, it appears Republicans Arthur Rees and Kenneth Tilton have emerged victorious.
According to the Essex County Clerk’s Office, the unofficial results are:
- Anthony Floria-Callori - 904 (24.37%)
- Arthur Rees - 990 (26.69%)
- Edward Ted Roth - 857 (23.11%)
- Kenneth Tilton - 956 (25.78%)
Rees and Tilton garnered 140 and 135 votes respectively in the June primary election.
Floria-Callori and Roth ran on the "North Caldwell Now" ticket.
NORTH CALDWELL OPEN SPACE REFERENDUM
North Caldwell residents also voted on a proposal to create an open space trust fund to preserve a 17-acre parcel of land on Mountain Avenue known as Walker's Pond.
With four of four districts reported, pending official certification, it appears voters have given the thumbs-up to the public question.
According to the Essex County Clerk’s Office, the unofficial results are:
- YES - 917 (56.89%)
- NO - 695 (43.11%)
North Caldwell purchased the property for $2.85 million about two years ago. Tuesday's referendum will decide how much of the property will be used for open space. It will also determine how the town will pay back the cost of buying the land.
If the public question is approved, the owner of an average house assessed in North Caldwell at $673,000 would pay an additional tax of about $101 per year for a period of 15 years.

WEST CALDWELL TOWN COUNCIL
West Caldwell residents voted for two open town council seats. Each term lasts three years.
The candidates, both Republicans, ran unopposed.
According to the Essex County Clerk’s Office, with nine of nine districts reported, the unofficial results are:
- Joseph Cecere - 1,376 (50.7%)
- Stephen Wolsky - 1,297 (47.79%)
- Write In - 41 (1.51%)
