Councilman Mike Francis?

Doesn't Councilman Mike Francis want anyone to know he is an incumbent councilperson? Or is he just saying he is NOT AN ACTIVE council member?  The political advertisement they sent out says... "They (Francis and Hoer) have both experienced successful careers managing many projects and issues that are similar to those that are faced by ACTIVE COUNCIL MEMBERS."  Does he mean he just sits there and does nothing?  Is Mr. Francis denying accountability for his time spent as a councilman, or did he just forget he is on the council?
