Water Conservation, Treatment Upgrades, Dog Park On Tap For Moorestown Council Meeting

The purchase of police vehicles and equipment will also be considered Monday night.

Moorestown, NJ -- Moorestown Council will give final consideration to a proposed ordinance setting aside over $7 million for upgrades at the Kings Highway Water Treatment Plant, and will introduce an ordinance that includes amendments to its water conservation ordinance Monday night.

Council convenes for its workshop at town hall on Monday night, 7 p.m., followed by its official action meeting at 7:30 p.m.

It will hold a public hearing and final vote on a proposed ordinance to set aside an additional $7,175,000 for upgrades at the Kings Highway Water Treatment Plant.

It will also consider changes to its water conservation ordinance following consecutive workshop discussions.

The proposal that will be introduced Monday night calls for residents to water their lawns twice a week, using the following schedule:
  • I. Zone 1 – Trash pickup on Monday may water Sundays and Wednesdays.
  • II. Zone 2 – Trash pickup on Tuesday may water Mondays and Thursdays.
  • III. Zone 3 – Trash pickup on Wednesday may water on Mondays and Thursdays.
  • IV. Zone 4 – Trash pickup on Thursday may water on Tuesdays and Fridays.

Watering will only be permitted 5 a.m. and 8 a.m. and 5 p.m. and 8 p.m., for no more than 30 minutes a day.
Flowers and shrubs may be watered as needed with a hand-held hose equipped with an automatic shut-off nozzle, but no hose or hose-end watering shall be permitted when it is raining.

The changes are the result of an Administrative Consent Order (ACO) issued by the New Jersey Department of Environmental Protection (NJDEP) and approved by council on July 1, calling for the township to alter the way it imposes restrictions on water use by residents.

Moorestown currently only imposes restrictions in the summer, which is a violation of a now-terminated Memorandum of Agreement between the township and NJDEP.

The township must now limit those restrictions to twice a week, all year long.

One other item is up for a public hearing Monday night. Township Council will consider appropriating $370,000 and borrowing $180,500 for the construction of a dog park.

Other proposed ordinances to be introduced Monday night include:
  • Setting aside $280,000 and borrowing $266,000 for the purchase of police vehicles and equipment;
  • Amendments to township ordinance concerning vehicles and traffic; and
  • Setting aside $50,000 and borrowing $47,500 for the installation of new fencing at the Lenola Baseball Fields.

There are also 20 items on the consent agenda, including a resolution to award a $6,210,798 contract to MBE Mark III Electric, Inc. for improvements at the Kings Highway Water Treatment Plant.
