Water Upgrades, Humvee For Police Department To Be Discussed During Moorestown Council Meeting

Council meets at town hall on April 24, 7 p.m.

MOORESTOWN, NJ — Moorestown Council will consider several pieces of legislation concerning water upgrades throughout the township Monday night. Council will meet at town hall on Monday, April 24, 7 p.m. Town hall is located at 111 West Second Street.

Council will consider two proposed ordinances on second reading to fund preliminary engineer and design expenses for both projects.

The project at the North Church Street Water Treatment Plant will cost $1,500,000, with $1,425,000 to be borrowed in bonds or notes.

The project at the Hartford Road Water Treatment Plant will cost $1,500,000, with $997,500 to be borrowed in bonds or notes.

Approval doesn’t mean the projects will start soon. It is only put in place for design and planning at this point.
Upgrades are needed to help eliminate the unregulated contaminant Trichloropropane 123 (TCP 123), first identified in the township’s water supply in its 2013 Water Quality Report, as well as Trichloroethylene (TCE) and radiological elements.

The township’s current plans are to treat for TCP 123 and TCE with an HMO filter, and treat radiological elements with a secondary system.

The upgrades will also bring the treatment plants up to their maximum water pumping capacity, which is 2.88 million gallons per day. That is the most the township is permitted to pump.

Two change orders for water treatment projects are also part of the consent agenda. One is for $3,657 for the installation of a carbon filter and radium removal system at the North Church Street Plant. The other is for $40,478.15 for the project at the Kings Highway Water Treatment Plant.

There is a third change order on the consent agenda, and it has nothing to do with water treatment. This one is for $5,026.48 for parking lot improvements on Second Street.

There are a total of 15 items on the consent agenda.

One such item authorizes the transfer of a surplus humvee to the Moorestown Police Department through the federal government’s 1033 program. This is the first time the possibility of acquiring a military vehicle for the Moorestown Police Department has been mentioned since police considered acquiring an MRAP through the same program two years ago. Chief Lee Lieber said earlier last week that while the acquisition of a humvee is something that has been considered, the police department doesn’t have a specific vehicle in mind at this point.

Other items include:
  • a $15,000 contract with Woolston Company Inc. for the removal, transportation and disposal of wastewater sludge(s);
  • spending $187.50 from the Affordable Housing Trust Fund for Special Court Master Services related to the development and implementation of a housing plan for Moorestown (Elizabeth C. McKenzie, PP, PA);
  • spending $952.50 from the Affordable Housing Trust Fund for Consulting Services related to the development and implementation of a housing plan for Moorestown (Capehart Scatchard); and
  • the purchase of water meters in an amount not to exceed $80,000.
