Delaleu was charged in similar bias incidents in 2014 when he spray painted graffiti on Western Beef in Roosevelt, police said. In September 2012, Delaleu, who reportedly has a history of mental illness, was charged with menacing and endangerment after spitting in a woman’s face as she walked with her baby, according to Newsday.
