Federal Parolee Charged In Delaware County Armed Robbery

A Chester man who was out on federal parole is accused of an armed robbery in Chester back in early November, authorities said.

CHESTER, PA — Delaware County authorities have filed felony firearm and other charges against a man on federal parole in connection with an armed robber that occurred last month.

Erven Eric Towers-Rolon, 29, of Chester, is charged with armed robbery, possession of a controlled substance with the intent to deliver, and felony firearms charges.

Delaware County District Attorney Jack Stollsteimer said Towers-Rolon is accused of an armed robbery outside the Dollar Tree on the Avenue of the States in Chester that occurred the night of Nov. 8.

According to the DA's office, police were called to the store for a report of an armed robbery.

The victim told police a man, later identified as Towers-Rolon, pressed a gun into their side and demanded a black pouch containing cash, credit cards, and other personal documents, authorities said.

Towers-Rolon then fled the scene and ran eastbound, according to authorities.

After the robbery, thousands of dollars in unauthorized transactions were made on the victim’s credit cards, including at stores located in close to the robbery scene, authorities said

The victim was able to positively identify the defendant when looking at photo array, according to authorities.

On Wednesday, City of Chester Police Detectives and members of the Delaware County Drug Task Force served a search and arrest warrant at a location in Chester.

Towers-Rolon told officers he put a bag containing marijuana under the bed, authorities said.

Investigation revealed more than pound of marijuana, a scale commonly used for weighing narcotics, and bags used for packaging narcotics, the DA's office said.

Towers-Rolon had his bail set at 10 percent of $750,000 on the robbery charges, and 10 percent of $50,000 on the drug charges and was remanded to the George W. Hill Correctional Facility.

His preliminary hearing on the drug charges is scheduled for Dec. 20, and his preliminary hearing on the robbery charges will be held Dec. 21.

“This defendant brazenly robbed an individual at gunpoint, and then used the stolen credit cards
to charge thousands of dollars in unauthorized transactions," Stollsteimer said. "He did this despite the fact that at the time he was on Federal parole. Significantly, due to his past criminal record, he was not legally permitted to possess a firearm. The defendant presented a clear threat to public safety, and the detectives and officers involved in his apprehension are to be commended for getting this dangerous individual off of our streets before he did something even more serious."
