Winter Storm Targets Tredyffrin, Easttown: Latest Forecast, Cancellations, How To Prepare

TREDYFFRIN-EASTTOWN, PA — A potentially record-breaking winter storm is predicted to hit the Philadelphia region this weekend. Forecasters estimate the area could see 12 to 18 inches of snow on Sunday continuing into Monday. See the detailed forecast here.

The National Weather Service said the last time at least 12 inches of snow in one day in Philadelphia was January 23, 2016, when 19.6 inches of snow fell.

Tredyffrin officials said trash and recycling collections could be delayed due to weather events and/or unsafe road conditions. Residents should contact their trash hauler for any updates on schedule changes and are being told they may have to hold trash/recycling until the next regularly scheduled day, depending on the hauler.

Tredyffrin's ordinances state that from the beginning of the storm until the roadway is cleared, no vehicle, trailer, boat or camper may be parked in the roadway. Violating this regulation could result in a fine of up to $1000. If and when roads are the only parking option, residents can apply for an on-street snow/ice parking permit from the Director of Public Works. Below are Tredyffrin Township's local snow and ice removal laws:

  • Clearing of sidewalks. Not later than 30 hours after snow or sleet has ceased to fall, it shall be the duty of all tenants or occupants of occupied properties and the owners or agents in charge of unoccupied properties abutting on public streets in Tredyffrin Township to clear or cause to be cleared a pathway in the sidewalk in front of their respective properties in the event of snow, or to cover the sidewalk with salt, cinders, sawdust or similar ice-control materials in the event of ice or sleet. Such pathway shall be not less than 24 inches in width and shall be thoroughly cleared of snow and ice. To the extent that the private property includes a fire hydrant, the same persons shall be responsible for maintaining a cleared pathway to the hydrant.
  • Depositing of snow and ice in certain areas. Where snow and ice are removed from the pathway, it shall not be piled or placed in the gutter, in any stormwater sewer inlet, or obstructing any fire hydrant.
  • Depositing of snow and ice in public street prohibited. Snow and ice removed from sidewalks, driveways and other private property shall not be deposited, shoveled, pushed, thrown or plowed from any sidewalk, driveway, parking lot or any other area onto any public street.
  • Any person, firm, or corporation who or which violates or permits a violation of §177-12A and/or B, upon being found liable therefor in a civil enforcement proceeding, shall pay a fine of not more than $300, plus all court costs, including reasonable attorney's fees, incurred by the Township in the enforcement of §177-12A. No judgment shall be imposed until the date of the determination of the violation by the District Magistrate and/or Court. If the defendant neither pays nor timely appeals the judgment, the Township may enforce the judgment pursuant to the applicable rules of civil procedure. Further, the appropriate officers or agents of the Township are hereby authorized to seek equitable relief, including injunction, to enforce compliance herewith.
  • Any person, firm, or corporation who or which violates or permits a violation of §77-12C, shall be guilty of a summary offense, punishable by a maximum fine of $1,000 plus costs of prosecution for each offense and/or imprisonment not exceeding 30 days. Further, the appropriate officers or agents of the Township are hereby authorized to seek equitable relief, including injunction, to enforce compliance herewith.
  • The continuation of a violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of a violation may be punished as provided above for each separate offense.

Here's what is on the books for Easttown Township regarding snow and ice removal:

§ 362-6 Removal of snow from sidewalks.

During the continuance of a snow emergency, the person owning, occupying or otherwise responsible for the property abutting such sidewalk shall maintain such sidewalk in accordance with this chapter and any rules and regulations adopted pursuant thereto.

§ 362-7 Authority to adopt rules and regulations.

The Supervisors of Easttown Township shall have the power to adopt, amend and revise rules and regulations to implement the purposes of this chapter.

§ 362-8 Violations and penalties. [Amended 10-7-1996 by Ord. No. 293-96[1]]

Any person who violates or permits a violation of this chapter shall, upon conviction in a summary proceeding brought before a Magisterial District Judge under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000, plus costs of prosecution, including reasonable attorneys' fees. In default of payment thereof, the defendant may be sentenced to imprisonment for a term not exceeding 90 days. Each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense, and each section of this chapter that is violated shall also constitute a separate offense.
