Governor Northam Moves Northern Virginia Into Phase 1 From May 29

Governor Ralph Northam responded to the requests by leaders and health district directors in five Northern Virginia health districts.

After meeting four of the six metrics established to gauge Northern Virginia's advancement toward reopening after the initial "stay at home" order, Governor Ralph Northam approved Northern Virginia to move into Phase 1 of the Virginia Forward plan — effective on Friday, May 29.

Northern Virginia remained in Phase Zero (per Executive Order 62) when Governor Ralph Northam responded to the requests by leaders and health district directors in five Northern Virginia health districts — Alexandria, Arlington, Fairfax, Prince William, and Loudoun — by implementing "Phase Zero," excluding these jurisdictions from easing certain temporary restrictions implemented due to the COVID-19 pandemic, expected to continue through May 28.

However, in the past two weeks, Northern Virginia has met the following four metrics:

  • Moving downward: percentage of positive test over 14 days
  • Moving downward: hospitalization over 14 days
  • Increased testing
  • Enough hospital beds and intensive care capacity

The two metrics that are not yet met are trending toward being met, or finding resolution

  • Increased contact tracing — Infrastructure is currently being put into place, with sequential increased capacity anticipated in the coming weeks
  • Increased and sustainable supply of PPE — PPE for hospitals appear to be adequate at this time; and while PPE for outpatient facilities continues to be a challenge, there is an increased supply for these entities
