Man Indicted For Hit-And-Run Murder In Fairfax

A man who hit and killed an elderly woman last April while she was trying to cross Rugby Road has been indicted for murder by a grand jury.

FAIRFAX, VA — A man who hit and killed a 75-year-old woman last April while she was trying to cross Rugby Road has been indicted on murder charges by a Fairfax County grand jury, according to Fairfax County Police. Kenan Ozcan, 32, who turned his car around and then ran over the woman a second time, continues to be held without bond. The victim, Maria Ascencio, of Selkova Court, is believed to have been killed intentionally.

Around 10:15 a.m. on April 14, police were alerted to an apparent hit-and-run incident near the the intersection of Route 50 and Rugby Road. The woman was pronounced dead at the scene. An investigation found that a 2016 Dodge Dart was headed south on Rugby Road when he struck her, then turned around and struck here again before fleeing.

But a little more than two hours later, in an unrelated incident, police were called to the 3900 block of Fair Ridge Drive. A 43-year-old woman said an unknown man was in the shopping center acting strangely, so she took a picture of him. He became upset and assaulted here before going into one of the stores, where police detained him.

As police were investigating, an officer noticed front-end damage to his car. Further investigation found he had been involved in the earlier fatal crash. He was charged with felony hit and run and robbery.
