Rising Costs Of Willard Sherwood, Other Projects Addressed By City Council

Fairfax City Council discussed the FY 2027-2031 Capital Improvement Program, focusing on cost changes on three priority projects.

FAIRFAX CITY, VA — During a Tuesday night work session, three projects were noted as priorities by the Fairfax City Council and the Planning Commission as they discussed the Fiscal Year 2027-2031 Capital Improvement Program. That was followed by a joint meeting with representatives from Fairfax County.

The Planning Commission recommended prioritizing three projects for the city:

  1. The Property Yard feasibility study will address a site that sits in a floodplain that has expanded over the years, threatening the city’s facilities and equipment.
  2. The Fire Station 3 project will replace a dated and insufficient facility, improving safety, operations, and response times. As the project continues to evolve, consideration should be given to future public safety needs, as well as opportunities to accommodate other City needs on the site.
  3. The Willard Sherwood Community Center will serve a full range of users across all demographics and age groups in the city, is a cost-efficient alternative to attempting to improve the existing Green Acres facility, and will strengthen investments at Van Dyck Park.

The property yard project has seen its estimated cost increase significantly. The cost escalated from $60 million to $155 million. This increase is attributed to environmental remediation requirements and expansion needs for the facility

A joint-project with Fairfax County, the Willard Sherwood Community Center project also underwent review regarding its progress and costs. Initially, the project's total cost was estimated at $123 million, with the city's share projected to be $50.7 million. By September 2024, the total project cost had risen to $120.9 million, and the city's share increased to $54 million

Operating costs for the Willard Sherwood project were initially estimated at $2.7 million. These operating costs have since been reduced to $1.7 million. The project's current estimated cost is $54.3 million, which includes a $3 million city contribution specifically for an underground garage. The Willard Sherwood project aims to achieve LEED Gold Plus certification and net-zero energy usage.

This community center project is also planned to house a health department facility. This facility will provide services including tuberculosis and sexually transmitted infection care.

The council debated the cost recovery model for the center. They emphasized the importance of balancing community use with financial sustainability. The project is also expected to contribute to crime reduction by expanding community services.

The council highlighted the importance of public education and collaboration. These efforts are intended to help manage project costs and community expectations for these significant capital improvement initiatives.
