Fairfax County police first learned about the alleged serial killer from Harrisonburg Police, who arrested the suspect in November. Two victims were found dead in an open lot in Harrisonburg's commercial district in November. Police arrested and charged Anthony Robinson, 35, of Washington, D.C. with two counts of first-degree murder and two felony counts of concealing, transporting or altering a dead body. He is in custody at the Rockingham County jail.

The remains found in Fairfax County were linked with the Harrisonburg remains due to all victims being found near a shopping cart. Police called him the Shopping Cart Killer, as he was believed to have transported victims' remains by shopping cart.

DNA testing is being conducted to confirm the remains found in Fairfax County were those of Brown. DNA testing will also confirm the identity of the second victim. Harrison's sister told NBC4 she is working with police on DNA testing to determine if Harrison was the second victim.

Harrison's family last heard from her on Aug. 19. Records show she checked into the Moon Inn. Brown was believed to have contact with the alleged killer at the hotel in late September.
