"They stopped the wrong person, the wrong person on Richmond Highway," Kimble said in her video.
The vehicle contained Kimble, two children and another adult. Kimble said police pointed a gun at her, put her in handcuffs and put her children in a police cruiser until her name was cleared. Police said the vehicle occupants were not involved in the Arlington County incident and did not own the vehicle.
Fairfax County Police said the police cruiser had struck the vehicle's front bumper at an estimated speed under 10 mph and caused minimal vehicle damage. Police are conducting an administrative review of the incident.
Kimble requested she and her children by taken to the hospital by ambulance.
