HERNDON, VA — Fairfax County Police charged two Sterling men already in police custody Thursday in connection with the May 7 fatal shooting of 26-year-old Brian Constanza-Campos of Herndon.

On Thursday, Fairfax County Police charged Rigoberto Rodriquez Hernandez, 43, and Wilson Navarro Escobar, 29, both of Sterling, with second degree murder and use of a firearm in the commission of felony in connection with Campos homicide.

On May 13, police arrested Hernandez in connection with another shooting that occurred around 1 a.m., on May 7, in the area of the Chantilly Shopping Center. For the earlier shooting, police charged Hernandez with malicious wounding, discharging of firearm in public, and brandishing a firearm.

"Since that time, on May 13, he has been held at the Adult Detention Center with those charges," O'Carroll said.

Escobar was also already in custody at the Loudoun County Adult Detention Center when Fairfax County Police charged him in the Campos case.

Deputies from the Loudoun County Sheriff's Office arrested Escobar on May 8 on unrelated charges. The deputies notified Fairfax County Police that Escobar was in possession of a firearm at the time of his arrest.

"That firearm and another firearm that we have in our possession will be forensically examined to determine if it was used in the May 7 murder," O'Carroll said.

During their investigation, detectives were able to establish a connection between Campos and the two men charged in his homicide case, according to O'Carroll.

"We do believe the tw0 men charged were involved in an earlier dispute with Mr. Campos," he said.

In addition to the Loudoun County Sheriff's Office, FCPD worked with other law enforcement agencies in the region on this case, including the Herndon Police Department. Detectives also traveled to West Virginia in order to follow up leads in the case.

In the first six months of 2021, Fairfax County has already had 10 homicides.

"That's an increase from where we were last year," Davis said. "That doesn't sit well with us. That doesn't sit well with our community. These cases will continue to receive the highest priority of investigative, patrol, and leadership attention from the Fairfax County Police Department. It's not acceptable to take a life in Fairfax County or anywhere else, for that matter."

When asked if FCPD was pursing any other suspects in the Campos case, O'Carroll said they were not at this time but it was still an active investigation.
