Vienna Crime: Terriers Biting, Shattered Doors and More Credit Card Scams
The week in crime in the Town of Vienna, from the Town of Vienna Police Department weekly crime report.

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from June 05, 2015 – June 11, 2015. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

INCIDENTS
Bad Check 15-005594 200 Block Maple Avenue, East May 14 12:00 p.m. A citizen agreed to cash a check for a friend, who did not have the needed identification to cash the check herself. After depositing the check into his bank account he was informed, by the bank, the check had been drawn on a closed Navy Federal Credit Union account.

Animal Case – Quarantine 15-005700 1400 Block Trap Road May 23 12:00 p.m. ACO Barker received a report from an area hospital that an individual, who had been attending Viva Vienna, had been bitten by a small Terrier puppy. The owner of the puppy had not been identified.
ACO Barker contacted the Health Department and was informed the individual who had been bitten had already been informed of the quarantine and treatment processes.
Fraud 15-005582 Vienna Police Station 215 Center Street, South May 28 between 6:30 p.m. and 7:30 p.m. Det. Simon received a telephone call from a Frederick County Sheriff’s Deputy who stated he had been working a credit card fraud case and several of the fraudulent charges had been made in the Town of Vienna.
Det. Simon contacted the businesses where the fraudulent charges occurred and obtained evidence to assist in identifying the individual who made the charges.
This case is being investigated.
Fraud 15-005623 300 Block Talahi Road, SE Between June 02 at 12:00 p.m. and June 04 at 2:00 p.m. A resident reported that someone had opened an account using his name and social security number. The unidentified individual then transferred the funds from the resident’s savings account into the newly created account.
This case is being investigated.
Runaway Juvenile 15-005657 200 Block Park Terrace Court, SE Between June 04 at 6:00 p.m. and June 06 at 1:00 p.m. A resident reported that her daughter had left the house to take out the trash and had not returned. The mother provided Officer Digan with the names and addresses of friends her daughter may have been with. All the potential locations were checked but the daughter was not found.
The mother contacted Officer Digan later that evening and informed him her daughter had returned home. He responded to the residence and counselled the daughter on her behavior and the need to respect her mother.
Assault 15-005620 200 Block Cedar Lane, SE June 05 5:30 p.m. A resident reported he and his roommate had been involved in a heated argument that escalated when he was pushed against a wall.
Officer Slebonick responded and spoke with both individuals involved who provided similar accounts of the incident. The resident was informed of the warrant process should he decide to proceed with the case, however, he declined to pursue it any further.
Medical Case 15-005656 Audreys Court, SE June 06 1:21 p.m. Officer Herrera responded to a residence after the elderly resident reported she suspected people were in her house, taking things and telling her to leave. The residence was searched and nothing appeared to be out of place.
Officer Herrera spoke with a family member of the resident who arrived to care for his grandmother. The family member stated he was in the process of moving her out of the home into a place where she would not be alone.
Arrest - Destruction of Property 15-005660 Aldeerah Saudi Restaurant 262 Cedar Lane, SE June 06 1:42 p.m. An employee reported a former employee entered the restaurant and after a brief argument the former employee left, slamming the front glass door causing it to break. The former employee left the restaurant prior to the arrival of the police.
MPO Smith responded and obtained the address of the former employee. After speaking with him he issued a summons to the 24 year old man from Cedar Lane, SE in Vienna for Destruction of Property.
Arrest – Drunk in Public 15-005662 200 Block Cedar Lane, SE June 06 5:34 p.m. Officer Herrera responded to the area to assist MPO Smith with a disorderly and intoxicated individual. Upon his interaction with the 40 year old man from Adahi Road, SE in Vienna he transported him to the Fairfax County Adult Detention Center where he was charged with Drunk in Public and ordered to be held until he was sober.
Domestic Dispute 15-005663 Holmes Drive, NW June 06 6:25 p.m. Officer Slebonick responded to the area after receiving a report that the residents were involved in a heated argument. Officer Slebonick spoke with both residents who provided similar accounts of the argument and stated no physical altercation had occurred.
The residents agreed to separate for the evening to allow for a calming down period.
Arrest – Alcohol Violation 15-005678 200 Block Nutley Street, NW June 07 2:31 a.m. Officer Slebonick was on patrol when he came upon a vehicle in a parking lot occupied by one person. After speaking with the driver, a juvenile, he located an open and partially empty bottle of alcohol.
Officer Slebonick issued the juvenile a summons for Underage Possession of Alcohol and then released him to his mother who responded to the scene.
Medical Case 15-005682 Commons Drive, NW June 07 10:00 a.m. An elderly resident responded to the Vienna Police Station to report that two men had entered her residence and had been staying there for a couple days.
Officers Digan and Herrera responded to the residence and after a search determined that no one had been in the house. The officers spoke with a neighbor who informed them the elderly resident has no family in the area. She did state the resident’s cousin will be arriving shortly, from out of the country, to care for her.
Civil Case 15-005683 100 Block Patrick Street, SE June 07 11:28 a.m. Officer Herrera responded to the area after a father reported his estranged wife would not relinquish custody of their daughter to him as was specified by a court order.
Officer Herrera located the child’s mother and persuaded her to turn over custody to the child’s father.
Animal Case 15-005886 700 Block Marshall Road, SW June 07 4:19 p.m. Officer Digan responded to the area after receiving a report of a large black and brown dog running at large. Upon arriving he located the dog which retreated to the front door of a residence. The residence matched the address found attached to the dog’s license.
Attempts to contact the owner were unsuccessful and the dog was transported to the Fairfax County Animal Shelter to be held until the owner could be contacted.
Medical Case 15-005692 Commons Drive, NW June 07 8:20 p.m. MPO Shaw responded to the area after receiving the report of an elderly woman sitting in her vehicle. Upon arriving he spoke with the woman who stated she did not want to go into her home but would prefer to go to a restaurant or business that was well lit.
MPO Shaw escorted the woman to an area restaurant where she felt safe.
Telephone Case 15-005713 Aldeerah Saudi Restaurant 262 Cedar Lane, SE June 08 2:20 p.m. An employee reported he had been having an on-going problem with a former employee who had been making threatening telephone calls and text messages to himself and another employee.
PFC Tracy responded to the area and while speaking with the employee the former employee arrived outside the restaurant. He was informed to leave the property and not return.
The employees were informed of the warrant process should they wish to pursue the case. They stated they were unsure if they would pursue the issue.
Assault 15-005825 Sheets Wholesale, Inc. 430 Mill Street, NE June 08 3:30 p.m. An employee reported that he and a family member, also an employee, became involved in a heated argument that escalated when the employee was struck in the face.
Officer Digan informed the employee of the warrant process should he wish to pursue charges. He stated he would consult with family members before making that decision.
Domestic Assault 15-005802 Cooper Court, SE Between June 08 5:30 p.m. and June 10 at 5:30 p.m. A resident reported she and her brother had been involved in a heated argument that escalated when he grabbed her by the arms and shook her.
The resident stated she did not wish to have her brother arrested and was planning on moving out of the residence in the near future.
Disorderly Conduct 15-005718 CVS 337 Maple Avenue, East June 08 6:58 p.m. A citizen reported an individual approached he and his daughter and began cursing at them and causing a public scene.
PFC Kiley responded and located the individual who had calmed down by the time the officer arrived. The citizen was informed of the warrant process should he decide to pursue charges. He was unsure at the time of the report what action he would take.
The disorderly individual was permitted to continue on his way home.
Suspicious Event 15-005748 600 Block John Marshall Drive, NE June 09 12:37 p.m. A resident reported that after deciding against renting her basement to an individual, the individual returned and made several attempts to get her to change her mind.
MPO Shaver contacted the individual and informed her of the resident’s wish that she cease all contact with her. She agreed to comply with those wishes.
Suspicious Event 15-005821 100 Block Park Street, SE Between June 09 at 3:43 p.m. and June 10 at 3:14 p.m. A business owner reported his landlord has been continually harassing him by calling the police. Officer Digan responded and informed him this was a landlord/tenant dispute and not a matter for the police.
Police Service 15-005794 100 Block Maple Avenue, East June 10 2:55 p.m. MPO Smith responded to the area after receiving a complaint of an individual sitting in the parking lot smoking and drinking. After speaking with the individual MPO Smith determined there were no violations of the law.
The individual who had made the complaint was not available at the time of officer’s arrival.
Arrest – Drunk in Public 15-005801 100 Block Maple Avenue, West June 10 8:32 p.m. Sgt. Sylmar responded to the area after receiving the report of an individual staggering in and out of traffic. Upon arriving he located the 39 year old man, with no fixed address, and determined he was intoxicated. As a result of his intoxication he was arrested and transported to the Fairfax County Adult Detention Center where he was to be held until he was sober.
Suspicious Event 15-005809 Amphora Restaurant 377 Maple Avenue, West June 10 10:00 p.m. An employee reported that while he was sitting in the restaurant, off duty, an individual who had been drinking a Pina Colada left the restaurant without paying.
The employee stated he went to the door and shouted to the individual who returned and paid for the drink, stating he had forgotten he had not paid for the drink. He stated the individual then attempted to get him to step outside. The employee believed the individual may have intended to start a fight.
Domestic Dispute 15-005811 Block Ayr Hill Avenue, NE June 10 11:58 p.m. A resident reported his son had locked himself in the bathroom, after an argument. Officer Slebonick responded and was able to persuade the son to exit the bathroom. He then counselled him on his behavior at the request of the parents.
Suspicious Event 15-005817 300 Block Owaissa Road, SE June 11 11:09 a.m. A resident reported her elderly mother was approached at her residence by a woman claiming to be an FBI agent. The resident stated when her mother did not answer the woman’s questions she left.
The resident felt this was suspicious activity and requested extra patrols in the area.
Civil Case 15-005820 500 Block Druid Hill Road, NE June 11 12:44 p.m. A resident reported that construction workers are parking their vehicles in a manner that is blocking the travel of school buses.
Officer Herrera responded and spoke with the project manager of the workers and informed him of the resident’s concerns. He stated he would reiterate to his workers the need to park in a way that will not impede the flow of traffic.
Civil Case 15-005822 900 Block Westwood Drive, NE June 11 1:30 p.m. A resident reported she has been having an ongoing issue with her neighbors who hold sizeable gatherings in their garage and talk very loudly, sometimes disrupting her sleep.
Officer Herrera advised her to call the Vienna Police when the noise occurs.
Suspicious Event 15-005824 Billy Weber Tire 303 Mill Street, NE June 11 2:38 p.m. An employee reported an individual ordered a large amount of tires over the telephone. The individual attempted to pay with a credit card and when the employee questioned the address and identification needed for the purchase the caller hung up.
Assault 15-005826 200 Block Branch Road, SE June 11 3:30 p.m. A resident reported he and a former tenant were involved in a heated argument. Officer Herrera arrived to find both individuals actively engaged in a verbal argument.
After separating the parties he learned the argument stemmed from the tenant returning to retrieve some personal items after moving out. She stated she and another tenant began to argue and the situation escalated.
The landlord arrived at the residence and requested Officer Herrera to advise the former tenant she was no longer permitted on the property. The tenant agreed to comply and left after retrieving some of her property. After leaving the landlord informed Officer Herrera that the tenant had made threatening statements to her.
Officer Herrera informed her of the warrant process should she decide to pursue charges.
Solicitor 15-005828 Patrick Street at Cottage Street, SW June 11 4:53 p.m. An ice cream vendor telephoned the Vienna Police to report that a second ice cream vendor was in the area and was attempting to sell ice cream without a Town of Vienna Solicitor Permit.
Officer Herrera responded and determined the vendor who telephoned the police, possessed the proper permit and the second vendor did not.
The unlicensed vendor was informed to cease sales of his ice cream until he obtained the proper permit.
Police Service 15-005831 The Vienna Police Department 215 Center Street, South June 11 5:17 p.m. A concerned citizen responded to the police station with an elderly woman she had found wandering in the area of Courthouse Road and Nottoway Park. The citizen stated the woman seemed disoriented and may have been in danger from the extreme heat.
Officer Slebonick was able to locate the family of the elderly woman who agreed to allow the citizen to give her a ride back to their house. She was given a ride home and reunited with her family.
