Woman Calls Vienna Police for Snake Hanging from Ceiling in Basement
Plus, Reston man arrested for sending harassing texts and lots of dog problems, in most recent police report.

It’s not every day you see a snake dangling from the ceiling in your basement. That’s just one of the calls Vienna Police recently responded to. Take a look at some of the crimes taking place in the Town of Vienna. Find out more about the slithering snake below (Animal Case 14-09348).

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from August 15, 2014 – August 21, 2014. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. INCIDENTS
Fraud 14-09465 1200 Block Ware Street, SW Between April 21 at 12:00 p.m. and August 01 at 12:00 p.m. A resident reported she had signed a contract and given a deposit to a contractor to install a patio in her backyard. She stated the contractor cashed the check but never started the work. Several attempts had been made to contact the contractor to have the deposit returned however he has not yet returned the deposit.
Officer Slebonick responded to the Fairfax County Magistrates Office and obtained a warrant for Failure to Perform Construction after Advance. He then contacted Mr. Baney Scott Dye, 33, of Morris Road in Spotsylvania, Virginia, informing him that a warrant for his arrest had been issued.
Mr. Dye turned himself into Officer Herrera at the Fairfax County Adult Detention Center where he was charged with Failure to Perform Construction after Advance. Mr. Dye was released on his signature.
Animal Case – Quarantine 14-09276 500 Block Creek Crossing Road, NE August 09 12:00 p.m. An employee reported she had been bitten while attempting to treat Angel, the female Himalayan cat.
ACO Barker contacted Angel’s owner who agreed to quarantine her at home.
ACO Barker will follow up at the end of the quarantine period.
Police Service 14-09288 Jiffy Lube 210 Block Maple Avenue, West August 12 12:00 p.m. An employee reported they had performed an oil change on a vehicle however after the work was completed the customer left without paying for the service.
PFC Vazquez responded and was able to contact the owner who stated his son had dropped off the car and may have thought the service had been pre paid by his father.
The owner of the vehicle responded to the Jiffy Lube and settled the debt.
Fraud 14-09405 Outback Steak House 315 Maple Avenue, East August 14 between 5:45 p.m. and 11:00 p.m. An out of state citizen responded to the Vienna Police Station to report that he had been notified by his bank that someone attempted to make an internet purchase using his credit card.
He stated he had only used the credit card at the Outback Steak House.
Medical Case 14-09263 100 Block Maple Avenue, West August 15 1:58 a.m. Officer Reedy was on patrol when a concerned motorist flagged him down and informed him that a naked man had been running down the street. The individual was located and appeared extremely disoriented and in need of medical treatment.
Officer Reedy and MPO Evans transported the individual to an area hospital for treatment.
Animal Case 14-09265 300 Block Nutley Street, SW August 15 6:35 a.m. A resident reported that Aidon, a yellow lab, had been wandering the neighborhood.
MPO Shaw responded and corralled Aidon into a backyard while he attempted to locate the owners. After failing to locate the owners, Aidon was transported to the Fairfax County Animal Shelter to be held until his owners could be located.
Animal Case 14-09313 600 Block Marshall Road, SW August 15 4:30 p.m. A resident reported that she was walking her dog when a neighbor’s dog broke free from its chain and attacked her dog. The resident’s dog sustained several injuries which required medical treatment.
The attacking dog’s owner was informed of the quarantine process and agreed to keep the dog secured at home.
ACO Barker will follow up with this case.
Animal Case 14-09285 600 Block Thelma Circle, SW August 15 4:36 p.m. A citizen reported she had been dog sitting for her parent’s dog while they were out of town. She stated she let the dog out into the back yard and returned inside, a short time later she heard loud yelping and when she ran back outside she observed two large dogs attacking her parent’s dog.
She stated she was able to scare the dogs away by screaming, but not before her parent’s dog had been severely injured. A neighbor helped her transport the dog to an area Animal Hospital however the dog had died due to its injuries.
The attacking dogs were described as a large Husky and a slightly smaller black and brown colored dog, possibly a German Shepherd.
Officer Slebonick spoke with several neighbors in the area who informed him they had never seen the dogs before this incident.

Petit Larceny 14-09332 200 Block Cedar Lane, SE August 16 between 1:00 a.m. and 10:00 a.m. A resident reported that someone had stolen both the front and rear license plates from his legally parked vehicle.
Arrest – Domestic Assault/Abduction 14-09303 Lawyers Road at Blackstone Terrace, NW August 16 3:25 a.m. Officer Tremont was on patrol when he observed a vehicle stopped in the roadway. He then observed a man run from the passenger side around to the driver’s side and attempted to drive away prompting him to conduct a traffic stop.
Upon his interaction with the driver and the occupant he discovered they were boyfriend and girlfriend. The girlfriend informed Officer Tremont that she and her boyfriend had been driving from Reston, Virginia when a heated argument ensued and escalated when the boyfriend struck her several times. She also stated that several times she attempted to exit the vehicle only to be pulled back in and restricted from getting out.
Based on the girlfriend’s statements Officer Tremont arrested Mr. Jason Alexander Miller, 30, of Alexandria, Virginia for Domestic Assault and Abduction.
Mr. Miller was transported to the Fairfax County Adult Detention Center where he was charged with Domestic Assault (Felony) and Abduction. Mr. Miller was also served with a Protective Order informing to have no contact with his girlfriend.
Arrest – Drunk in Public 14-09305 The Vienna Police Station 215 Center Street, South August 16 3:52 a.m.
A resident responded to the Vienna Police Station to report that the passenger in her car was extremely intoxicated and had assaulted her.
MPO Smith responded to the police station and after speaking with him he arrested Mr. Jo Coste Spencer Lone, 28, of Melody Lane, SW in Vienna for Drunk in Public.
Mr. Lone was transported to the Fairfax County Adult Detention Center where he was to be held until he was sober.
Fraud 14-09384 400 Block East Street, NE August 16 9:00 a.m. A resident reported she had been notified by her credit card company of the possibility of fraudulent charges to her account.
The resident verified her account and discovered several attempts were made to charge items without her knowledge.
This case is being investigated.
Suspicious Event 14-09327 Roland Court and Nutley Street, SW August 16 1:30 p.m. MPO Shaw responded to the area for the report of two women who may have been smoking illegal drugs in their vehicle. The women informed him the drugs they had been smoking were legally prescribed medication.
MPO Shaw released the women after counseling them on the misuse of their prescription medication.
Animal Case 14-09350 700 Block Courthouse Road, SW August 16 6:50 p.m. A citizen reported that his dog became involved in a fight with two other dogs while visiting the dog park. He stated that as he attempted to separate the dogs another dog bit him on the ankle.
The citizen was able to identify the owner of the dog and they exchanged information.
Officer Slebonick contacted the owner of the dog and informed her of the quarantine process which she agreed to conduct at home.
ACO Barker will follow up with this case.
Arrest – Alcohol Violation 14-09345/14-09371 100 Block Oak Street, SW August 17 4:30 a.m. As a result of an earlier traffic stop Officer Herrera received information of a party being held where alcohol may have been served to juveniles.
Officer Herrera along with Sgt. Juelharte, MPO Smith and Office Tremont responded to the suspected address and spoke with the host of the party. After speaking with him Officer Herrera determined that Mr. Zachary Dale Frederick, 21, of Oak Street, SW in Vienna had been the supplier of alcohol at the party.
Mr. Frederick was issued a summons for Contributing to the delinquency of Minors and released after signing the summonses.
Also in attendance at the party and found to have consumed alcohol illegally were Sean Burgess Miller, 18, of Broadsword Drive in Bristow, Virginia and Joseph Patrick Rodriguez, 19, of Jervis Street in Springfield, Virginia.
Mr. Miller and Mr. Rodriguez were issues summonses for Underage Possession of Alcohol. Both were released after signing their respective summonses.
Rounding out the party were five (5) juveniles all who had consumed alcohol illegally. Each was issued a summons for Underage Possession of Alcohol. All were released to their parents or other adult capable of ensuring they were safely returned home.
Animal Case – Quarantine 14-09418 200 Block Park Terrace Court, SE August 17 7:30 a.m. ACO Barker received a report that a resident had been bitten by her cat.
ACO Barker contacted the owner and advised her of the quarantine process. The owner agreed to quarantine her cat at home.
Animal Case 14-09348 600 Block Valley Drive, SE August 17 8:00 a.m. A resident reported that a black snake had been hanging from the ceiling in her basement.
PFC Vazquez responded and located the snake in the ceiling, with a mouse glue strip stuck to its side. He was able to wrangle it into a bag and transport it to the Fairfax County Animal Shelter.
An employee of the animal shelter was able to remove the glue strip and released the snake back into its natural habitat.
Grand Larceny 14-09374 Vienna Rexall 150 Maple Avenue, West August 17 between 11:00 a.m. and 7:00 p.m. An employee reported he had left his bicycle unsecured while he worked his shift at the Rexall. He stated when he returned to get his bike he discovered it had been taken.
The bicycle is described as being a black Trek brand with 28 inch wheels.
This case is being investigated.
Grand Larceny 14-09382 Church of the Holy Comforter 543 Beulah Road, NE Between August 17 at 3:00 p.m. and August 18 at 6:00 a.m. An employee reported that several copper downspouts had been stolen from the building.
Police Service 14-09369 1000 Block Rachel Lane, SW August 17 5:47 p.m. Officer Herrera responded to assist Fairfax County Fire and Rescue with a resident that was suffering from a medical emergency.
While on the scene Officer Herrera was able to encourage the resident to allow the rescue personnel to transport her to an area hospital for treatment.
Civil Dispute 14-09380 100 Block Yeonas Drive, SW August 18 8:01 a.m. A resident reported that she and her ex-boyfriend had been involved in a verbal argument while riding in her vehicle. She stated that at some point during the argument her ex-boyfriend punched the windshield causing it to crack.
The resident telephoned the police when she returned to her vehicle and found the ex-boyfriend sleeping in the vehicle after being told to leave the night before.
Officer Reedy responded and spoke with the ex-boyfriend who informed him they had been involved in an argument however he had not punched the windshield causing the crack.
The resident informed the ex-boyfriend he was to leave the residence and to have no further contact with her. Officer Reedy informed him that if he disregarded her wishes he would be arrested for Trespassing.
The resident was provided with information to obtain a warrant for the broken windshield should she wish to pursue charges.
Arrest - Telephone Case 14-09385 200 Block Cedar Lane, SE August 18 10:01 a.m. A resident reported that her ex-boyfriend who had been previously told to have no contact with her had been continually texting and telephoning her after leaving her residence (See Case Number 14-09380 above).
MPO Sheeran responded and used the resident’s cell phone to text the ex-boyfriend and again informed him to cease his contact with her, however in spite of the warning he continued to text and harass her.
MPO Sheeran located the ex-boyfriend and arrested Mr. Kelly Shawn Hogan, 25 of Cocquina Drive in Reston, Virginia for Profane or Threatening Language over a Telephone Line.
Mr. Hogan was transported to the Fairfax County Adult Detention Center where he was charged with Profane or Threatening Language over a Telephone Line.
Mr. Hogan was released on his signature on the condition he have no contact, whether in person, by telephone, text or any fashion with his ex-girlfriend.
Open Door 14-09388 200 Block West Street, NW August 18 10:37 a.m. An alarm company reported that a residential alarm had been activated. Officer Holcombe responded and located an unsecured door and the family dog.
Officer Holcombe along with MPO Oliver and Officer Kiley searched the residence and found nothing appeared to be out of place. Information was left for the homeowners informing them of the incident.
Petit Larceny 14-09399 Virginia ABC Store 436 Maple Avenue, East August 18 2:39 p.m.
An employee reported that two men entered the store and immediately split up into different sections. The employee stated one of the men absconded with a bottle of liquor in his pants.
This case is being investigated.
Medical Case 14-09404 1000 Block Rachel Lane, SW August 18 5:18 p.m. Officer Kiley responded to the report of a resident who was in need of medical treatment. Upon arriving on the scene he was met by members of the Fairfax County Fire and Rescue Department who transported the resident to an area hospital for treatment.
Missing Person 14-09428 100 Block Yeonas Drive, SW August 19 1:00 a.m. A resident reported that his adult daughter had left the house and had not returned. He stated he became concerned after several attempts to contact her via her cell phone were unsuccessful.
MPO Sheeran was contacted a short time later and spoke with the daughter who informed him she had returned home safely.
Animal Case 14-09481 400 Block Ayr Hill Avenue, NE August 20 6:25 p.m. A resident reported that a fox had been trapped by its head between two fence posts.
Officer Digan responded and determined that the fox had been severely injured by the fence and could not be saved.
Arrest – Concealed Weapon/Narcotics Violation/Drunk in Public 14-09485 7-11 427 Maple Avenue, East August 20 11:51 p.m.
Officer Herrera responded to the 7-11 for the report of a possibly intoxicated person soliciting illegal drugs to customers. Upon his arrival he located the individual who was visibly intoxicated. After further interaction with him he located a measurable amount of marijuana and a pair of brass knuckles.
Officer Herrera arrested Mr. Cody Michael Jesser, 22, No Fixed Address, for Possession of a Concealed Weapon, Possession of Marijuana and Drunk in Public.
Mr. Jesser was transported to the Fairfax County Adult Detention Center where he was to be released when he was sober.
Vandalism 14-09520 100 Block Patrick Street, SE August 21 8:00 a.m. A resident reported that his vehicle had been scratched with what appeared to be a key.
Police Service 14-09514 Vienna Police Station 215 Center Street, South August 21 12:00 p.m.
A resident reported that her ex-husband had been sending threatening emails to her brother in- law.
Officer Slebonick informed the resident of the warrant process should she wish to pursue charges.
CRASHES
Nutley Street near Princeton Terrace, SW 14-09271 August 15 10:46 a.m. The drivers of three vehicles were traveling north bound on Nutley Street in the same lane of travel. The drivers of the first two vehicles stopped due to traffic. The driver of the third vehicle in line did not stop and rear ended the second vehicle causing that vehicle to rear end the first vehicle in line.
The driver of the third vehicle was issued a summons for Failure to Pay Full Time and Attention.
Courthouse Road at Nutley Street, SW 14-09287 August 15 4:54 p.m. The drivers of two vehicles were traveling north bound on Courthouse Road, SW in adjacent lanes.
The driver of the vehicle in the left most lane, attempted to change lanes into the right most lane and struck the vehicle in the right lane.
The driver of the striking vehicle was issued a summons for Improper Turn.
Cedar Lane near Patrick Street, SE 14-09312 August 16 10:06 a.m. The owner of the first vehicle legally parked his vehicle in the parking lot of the Cedar Lane Shopping Center.
The driver of the second vehicle was attempting to park next to the first vehicle when he stated his attention was drawn to the glove box causing him to accelerate and strike the legally parked vehicle.
1100 Block Moorefield Creek Road, SW 14-09387 August 18 1:58 p.m. The driver of a vehicle was backing out of his driveway and backed into a legally parked vehicle.
200 Block Maple Avenue, East 14-09439 August 19 3:35 p.m. The driver of the first vehicle was traveling east bound in the 200 block of Maple Avenue, East.
The driver of the second vehicle was traveling west bound and attempted to make a left turn into a parking lot and pulled into the path of the first vehicle causing a collision.
The driver of the second vehicle was issued a summons for Failure to Pay Full Time and Attention.
Maple Avenue at Follin Lane, SE 14-09471 August 20 12:28 p.m. The drivers of two vehicles were traveling east bound on Maple Avenue approaching Follin Lane, SE in the same lane of travel.
The driver of the first vehicle stopped due to the traffic signal turning red. The driver of the second vehicle failed to stop in time and rear ended the first vehicle.
Park Street at Kingsley Road, SE 14-09497 August 21 11:36 a.m. The driver of the first vehicle was traveling north bound on Park Street and stopped to make a left turn onto Kingsley Road, SW.
The driver of the second vehicle was also traveling north bound on Park Street and failed to stop, rear ending the first vehicle.
